APS 6 - Senior Project Officer, Aboriginal and Torres Strait Islander LiaisonThis is an Affirmative Measures opportunity.

This position will be filled using the Affirmative Measure provision, which allows for the targeted recruitment of Indigenous Australians into the Australian Public Service. The vacancy is only open to Aboriginal and/or Torres Strait Islander people. The filling of this employment opportunity is intended to constitute an Affirmative Measure under section 8(1) of the Racial Discrimination Act 1975. 

To demonstrate eligibility for employment under this affirmative measure, shortlisted applicants are required to provide evidence that they are an Aboriginal and/or Torres Strait Islander person. 

Position Overview
Under s 60AAA of the Act, the NNTT promotes and supports agreement-making in a post determination context. This involves conferring with the party making the request for assistance, and, with their consent, all other interested parties to facilitate the exchange of information, consultation or the resolution of disputes. An Indigenous informed approach is a core principle underpinning policy and practice in the NNTT's post determination assistance framework.

The Senior Project Officer, Aboriginal and Torres Strait Islander Liaison, performs an important frontline and advisory role in the delivery of the NNTT's post-determination assistance and must be able to establish and maintain strong working relationships with individuals, corporations and statutory authorities such as ORIC. The role requires an understanding of Indigenous dispute resolution, decision-making and governance, preferably in a native title context.

Selection Criteria Possess and demonstrate strong knowledge, experience and understanding of Aboriginal and/or Torres Strait Islander peoples, communities and cultures, including the ability to communicate sensitively with Aboriginal and Torres Strait Islander People. Demonstrated qualities of sound judgement, initiative and critical thinking, specifically in relation to understanding complex native title disputes. Demonstrated clear and concise writing skills to prepare and edit detailed file notes and correspondence.Demonstrated capacity to act impartially and professionally with external clients and parties and operate within the boundaries of organisational processes, constraints and APS values. Working knowledge or the capacity to gain a strong understanding of native title related legislation, including the NTA, the CATSI Act and relevant regulatory regimes.The Senior Project Officer is expected to initiate and develop strategies and to plan and manage requests for assistance from initiation through to mediation or facilitation. Attention to detail and innovation while remaining impartial and focusing on the self-determination of parties are key required attributes.The Senior Project Officer works closely with one other Senior Project Officer, Aboriginal and Torres Strait Islander Liaison, the Director, Dispute Resolution and Assistance and the Manager, Strategic Capability and Post Determination Assistance. Senior Project Officers also work with Tribunal members, the Registrar, staff mediators and facilitators to deliver post-determination assistance, facilitation and mediation.
