The opportunity we have available The International Aviation Branch is principally responsible for providing policy advice on international aviation industry and economic issues, undertaking aviation economic and market analysis, and the economic regulation of international aviation. It also provides analytical and governance support to the International Air Services Commission.
The International Air Services Commission (the Commission) is an independent statutory authority responsible for the allocation of capacity entitlements available to Australian international carriers for the operation of international airline services. The capacity allocated by the Commission comes from entitlements available under Australia's air services agreements/arrangements between Australia and other economies. In allocating capacity, the Commission assesses the merits of claims by applicants under specified public benefit criteria.
The Commission is comprised of a Chairperson and Members, appointed on a part-time basis. It is assisted in its work by a small office, staffed by officers of the Department. The office is headed by a Director (EL2), supported by a Senior Policy Officer and provides advice and assistance to the Commissioners on all aspects of the Commission's operations.
The advertised position is within the International Aviation Branch, and directly reports to the Director of the Commission. There may also be opportunities for the Senior Policy Officer to undertake tasks within other areas of the International Aviation Branch, subject to workload of the Commission.
We are seeking a highly motivated and talented person to join our team at the APS6 level. In this role you will provide analytical advice and a range of services to the Commission to assist the Commissioners to perform their role effectively and efficiently.
As Senior Policy Officer, you can expect to:
Support the Director in providing research and analytical advice to the Commissioners on cases before the Commission, in accordance with legislation. Contribute to a range of written material, including preparation of decisions, Commission meeting papers, correspondence, briefings, Annual Report and other material as required. Take responsibility for the development and maintenance of the Commission's internal database and dedicated website. Build collaborative working relationships with a range of government and industry stakeholders to achieve objectives and outcomes. Contribute to the continuous improvement of processes, including the design and implementation of Commission procedures and documentation to ensure compliance with relevant legislation and APS policy and practices. Manage a range of office services required to support the Commission. In particular, manage meeting, travel arrangements, purchasing, human resources issues and record management, as well as other administrative tasks. Achieve results and quality outcomes, working in a small team delivering multiple activities at any given time, often within tight timeframes. Meet tight timeframes and juggle priorities to meet team and organisational requirements. Undertake coordination and support tasks within other areas of the International Aviation Branch, subject to workload of the Commission. Who are we looking for? We are seeking candidates who work collaboratively, demonstrate good judgement and are motivated and accountable.
To be successful in the role you will need to demonstrate:
Effective communication both written and verbal, clearly articulating information in a variety of written and oral formats. Strategic thinking and the ability to research and analyse information from a variety of sources to make connections and sound decisions, while exercising good judgement. Experience interpreting legislation and regulation is desirable. Stakeholder engagement to build and manage effective partnerships that engage stakeholders in understanding the issues and achieve successful outcomes. Excellent organisational skills including the ability to multitask under time pressures to meet deadlines. Capacity to achieve results and quality outcomes by collaborating effectively and showing initiative and leadership, working in a small team delivering multiple outcomes at any given time, often within tight timeframes. Great attention to detail and the ability to exercise good judgment, apply reason, common sense and sensitivity when assessing a wide variety of material. Self-awareness and a commitment to personal development, contribute new ideas and identify opportunities to improve processes. Experience working in international aviation and Government agency support functions is desirable but not essential.
