The APS6 Contracting Officer will, support the Assistant Director under limited direction, in the delivery of a wide array of contract management and procurement projects. The procurement activities range from the management of complex academic service procurements to simple rapid turnaround procurements for external service providers.
The APS6 Contracting Officer is expected to plan, lead and manage a range of fast-paced turnaround simple procurement activities, as well as providing direct support to complex contract management activities. The successful candidate will engage in complex problem solving, issues management and may coordinate internal and external stakeholder engagement at the division level. .The successful applicant will have a wide range of opportunities to develop their procurement and contract management skills in a highly supportive environment.
They will be exposed to unique opportunities to learn client-level procurement and contract management practises, lead internal and external stakeholder engagement on complex contract management activities, and to identify and implement strategic initiatives focussed on improving division level business management activities.
This role is eligible for an additional remuneration benefit known in Defence as a Building Defence Capability Payment (BDCP). This enables Defence to provide a premium, in addition to the base salary otherwise payable under the Defence Enterprise Agreement (DEA), for positions in occupational disciplines/classifications that are critical to Defence capability. The ADC Business Management Unit (BMU), as part of ADCHQ, is a division-level team providing specialist advice and support to all branches and business units within the remit of the ADC.
The BMU comprises several a high performing teams in areas of subject matter expertise. The Procurement and Contract Management team is one small specialist team within the BMU focussed on advising and supporting all procurement and contract management activities within the division.
Typical activities include taking the lead on complex contract management activities with the university sector as well as providing specialist advice and support to a wider range of activities such as contractor engagement and management, procurement compliance support, ICT acquisition and support, estate and infrastructure management, and procurement education and training.
Our Ideal Candidate
We are looking for motivated and experienced candidates with a demonstrated understanding of and / or experience in procurement and contracting; including the use of the Commonwealth Contracting Suite and a variety of panel procurements.
The role requires a firm grasp of the Commonwealth Procurement Rules and the broader legislative and policy framework to which they belong as well as a pragmatic understanding as to how this framework is applied in a practical outcomes-focussed setting.
The ideal candidate would be confident in expressing initiative and exercising judgement on general procurement and contract management matters, with a view to finding the procedurally compliant way to achieve the organisations goals.
The candidate that would be the best fit for the Procurement and Contract Management Team would be a quick learner with well-refined organisational skills who is able to build and maintain positive working relations with a diverse range of stakeholders, deftly marshalling their input and providing clear and concise communication.
