Full time About the Air Navigation, Airspace and Aerodromes (ANAA) Branch The Air Navigation, Airspace and Aerodromes (ANAA) Branch conducts frontline activities for the Civil Aviation Safety Authority (CASA) including entry control, ongoing surveillance and where required enforcement of certified and registered aerodromes, aerodrome rescue and firefighting services, air traffic control training and service providers, aeronautical telecommunications, communications, navigation and surveillance services, instrument approach designers and aeronautical information management.
The Branch also exercises CASA's authority for the regulation of Australian-administered airspace and provides relevant advice to Government, International Civil Aviation Organization (ICAO) fora, industry and internally within CASA.
What is the Office of Airspace Regulation? The Office of Airspace Regulation (OAR) is within the ANAA Branch and assumes responsibility and accountability for the review of all Australian-administered airspace, delivering CASA's obligations under the Airspace Act 2007, the Airspace Regulations 2007, the Civil Aviation Act 1988, and the Australian Airspace Policy Statement 2021 (AAPS).
CASA must regard the safety of air navigation as the most important consideration.
The OAR must approach the development of its airspace regulation advice on the same basis and ensure Australian-administered airspace is managed safely and effectively.
The OAR are the only authority in Australia with delegations under the Airspace Regulations 2007.
About the opportunity The Airspace Project Specialist is accountable to the Team Leader Airspace Strategy within the OAR to guide the design and development of Australian airspace strategy, incorporating the Australian Future Airspace Framework (AFAF).
The position supports CASA's development of a long-term strategic airspace implementation plan for the deployment of Australian administered airspace.
The Airspace Project Specialist plays a critical part in the future development of airspace safety policies, regulations, standards, and guidance material associated with infrastructure and systems intended to support current and emerging non-traditional aircraft.
This is a technical position operating with a significant degree of independence, within a multi-disciplinary team.
The position will be required to produce quality, consistent and standardised reports, utilising evidence and analysis to support actions, recommendations, findings, airspace changes or other appropriate risk mitigators.
Industry consultation is a critical component of the role.
You may also be required to assist with various tasks within the OAR team.
This role requires you to have strong written and verbal communication skills, and a high level of integrity.
You will be motivated to contribute to airspace and aviation safety, have good judgement, analytical skills, be proactive and organised.
This is a Canberra or Brisbane based position.
Other CASA office locations may be considered.
Some interstate or overseas travel may be necessary.
Responsibilities: Work both autonomously and as part of a team to develop and deliver the complex and dynamic Australian Future Airspace Framework in accordance with government instruction and policy requirements.
Think innovatively to enhance the future development of airspace safety policies, regulations, standards, and guidance material associated with infrastructure and systems intended to support current and emerging aviation technology, including non-traditional aircraft.
Using specialised skills, research, knowledge and experience, use an evidence- and risk- based approach to ensure the Australian airspace architecture is safe for all airspace users.
Prepare and present technical written and verbal briefs on the airspace strategy and relevant ICAO papers, including the provision of regulatory advice to industry and the CASA Executive.
Develop and maintain positive relationships with internal and external key stakeholders.
Promote workplace safety, equity and diversity, participative management and environmental management in the workplace, while acting in accordance with the CASA Values and Code of Conduct.
Ensure decision making is conducted in accordance with the CASA Regulatory Philosophy.
Work supportively and cooperatively with Aboriginal and Torres Strait Islander peoples to achieve shared outcomes.
Comprehensive understanding of the impact of emerging aviation technologies on airspace design, as well as current and emerging communications, navigation, surveillance and information (CNSi) technologies used in airspace design.
Extensive regulatory experience and/or working knowledge of Australian aviation safety legislation, international standards (including ICAO) and best practice related to airspace design and administration.
High order written and verbal communication skills, with advanced report writing skills and the ability to develop, maintain and influence relationships across a broad range of stakeholder groups with competing requirements.
Risk assessment experience including strong research and analytical skills to examine risk using an evidence-based approach and assure the Australian airspace architecture is safe for all airspace users.
Demonstrated knowledge and skills in managing complex tasks, time management and planning to meet specified outcomes in tight timeframes.
Promotion of workplace safety, equity and diversity, and act in accordance with the CASA Values and Behaviours.

Eligibility requirements Employment with CASA is subject to conditions prescribed within the Civil Aviation Act 1988.
The following eligibility requirements apply to this position: Must be an Australia citizen Undergo pre-employment screening including a Police Check Currently holds a Commonwealth baseline security clearance or have the ability to obtain and hold a clearance at this level.
