Cabinet Division operates in a dynamic environment at the heart of government, providing a range of functions to ensure the smooth functioning of the Cabinet, its committees and the Federal Executive Council. The work is interesting and challenging, often fast-paced and has a high degree of autonomy and visibility both within PM&C and across the Australian Public Service. The Domestic Policy Submissions team is part of the Cabinet Secretariat Branch in Cabinet Division. The Domestic Policy Submissions team supports domestic portfolio departments across the Australian Public Service to develop high quality Cabinet Submissions and other matters for Cabinet and Cabinet Committee consideration. We prepare strategic Cabinet advice and planning material for the Prime Minister and the Cabinet Secretary, and advise key stakeholders on all Cabinet and Committee authority matters. What you will doAdvisors in Cabinet Division's Domestic Policy Submissions Team require a sound understanding of government processes, including Cabinet and Budget processes, and an ability to work independently in a dynamic and challenging environment.
Key tasks for this position include:
Supporting Cabinet and its Committees including (but not limited to) the Expenditure Review Committee.Leading on one, or a number of, Government portfolios and their interactions with the Cabinet and Cabinet committee process, entailing high level stakeholder engagement with the Cabinet Secretary's and Prime Minister's Offices and stakeholders across the Australian Public Service.Contributing to, and preparing strategic advice for Cabinet and Cabinet Committees, and preparing planning documents for the Prime Minister's Office and the Cabinet Secretary's Office.Supporting Departments to develop high quality Cabinet Submissions and other matters for Cabinet and Cabinet Committee consideration.Liaising with other Department Cabinet Liaison Officers and PM&C policy areas to advise the Cabinet Secretary's Office on the Cabinet and Cabinet Committee forward agendas and government priorities.Providing advice on all Cabinet and Cabinet Committee authority matters.Undertaking a critical quality assurance function for all Cabinet and Cabinet Committee Submissions.Preparing briefs for the Cabinet Secretary, and contributing to briefs prepared for the Prime Minister.Contributing to Cabinet Division business improvement.Opportunity to develop supervisory skills and mentor junior team members.There are occasions where Domestic Policy Submissions team staff will need to be available to work outside of ordinary business hours. Staff are entitled to recognition of this work as per the PM&C Enterprise Agreement 2024-27, including on-call allowance and overtime payments, and flex time.

The role requires judgement, discretion, flexibility to adapt to changing circumstances, attention to detail and communication skills. We are looking for candidates who are adaptive, resilient, curious, engaged and able to adjust to ambiguous situations.

We value a broad range of experience from public and private sector and the diverse perspectives varied experience can bring.
The recruitment round will establish a merit pool and with suitable candidates potentially being considered for other roles in the Division.
Under section 22(8) of the Public Service Act 1999, employees must be Australian citizens to be employed in the APS unless the Agency Head has agreed otherwise, in writing. At PM&C to be eligible for this position you should be an Australian Citizen at the closing date of application, unless exceptional circumstances apply.The successful candidate must be able to obtain and maintain a security clearance, or hold a current security clearance of an appropriate level.The successful candidate will be assessed through our pre-employment screening checks, such as an Australian Criminal History Check, and will normally be subject to a six-month probation period if new to the APS or has not yet completed their probation period elsewhere in the APS.NotesOngoing & Non-ongoing (for a period up to 12 months with possibility of extension)
This role is being advertised as both ongoing and non-ongoing, with the employment type to be determined in negotiation with the preferred candidate and the PM&C delegate. Where a non-ongoing specified term is offered, this would be for an initial period of up to 12 months, with possibility of extension up to a maximum period of two years. A non-ongoing offer may result in conversion to an ongoing offer of employment, however this must occur within 18 months from the opening date of this advertisement.
