Primary purpose of the role The Aboriginal Assistant Guardian provides strategic advice to the Children's Guardian, Minister and key stakeholders on policies, programs and practices that relate to the OCG's legislative functions, especially advice focused on improving outcomes for Aboriginal Children and Young People. The appointed person will occupy the role of Assistant Guardian under section 124(1) of the Children's Guardian Act 2019. Under the existing legislation, the Assistant Guardian can be delegated the right to make reports and conduct formal inquiries (s133(2)(a)(b) of the Children's Guardian Act).
The Aboriginal Assistant Guardian also leads the development and implementation of OCG projects which evaluate key policies, programs and practices affecting Aboriginal Children and Young People, and provide evidence-based recommendations for optimising the outcomes achieved across these domains.
We are seeking a strong leader to: Lead and develop strategic evidence-based advice and recommendations to the Children's Guardian to shape the organisation's Aboriginal policy, program and practice development, and implementation and review. Lead and provide Senior Executive direction to a substantial program, portfolio of programs, or portfolio of functions across the OCG, participating in business planning, negotiating budgets, setting performance expectations, and monitoring and evaluating performance outcomes to contribute to the achievement of OCG objectives and outcomes. Establish effective governance, project management and program performance evaluation frameworks to deliver effective program implementation within agreed timelines and budgets, and consistent with the intended outcomes. Provide technical direction, coaching and peer review to all OCG staff working on matters affecting Aboriginal Children, Young People and communities, and implement developmental strategies to build capability and capacity to deliver quality policy analysis and address development needs into the future. Key knowledge and experience Proven record of achievement in planning and implementing strategies/policies/projects/systems at a senior level including high-level relationship building and people management skills. Proven record of successful leadership within an organisation and/or a regulatory environment, including strategic leadership, change management, people management and financial management skills. Strategic analysis, research, planning and advisory skills, combined with creative problem-solving and excellent conceptual skills. High-level communication, emotional intelligence, interpersonal, consultation and presentation skills. Comprehensive knowledge and understanding of contemporary issues and trends in the wellbeing of children and young people, including but not limited to, the regulatory functions of the Office. Comprehensive understanding of relevant historic and contemporary issues affecting Aboriginal communities and an ability to communicate sensitively and effectively with Aboriginal peoples. Essential Requirements Tertiary qualifications in a relevant discipline, or equivalent knowledge and workplace experience and ongoing professional development. Employment at the OCG is subject to the satisfactory completion of security and vetting checks. All roles associated with the OCG are required to have a current NSW Working with Children Check.
