About the opportunity The Victorian Government is upgrading the Eastern Freeway with new express lanes, new traffic management technology and Melbourne's first dedicated busway. These changes will slash travel times and improve public transport in Melbourne's east.
Laing O'Rourke is part of the Eastern Freeway – Burke to Tram Alliance with Major Road Projects Victoria, Symal, Arcadis and WSP. Our scope of work includes a new interchange connecting the Eastern Freeway to the North East Link tunnels, major road and bridge upgrades between Burke Road and Tram Road, smart traffic management technology upgrades and new noise protection to meet Victoria's toughest traffic noise standards. The local community will also benefit from new and upgraded walking and cycling connections, upgrades to Koonung Creek Reserve and revitalised wetlands and open spaces.
About the role We are currently seeking a Precast Concrete Surveillance Officer to join us on the Eastern Freeway – Burke to Tram Alliance.
The Precast Concrete Surveillance Officer (PCSO) oversees the quality and compliance of offsite manufacturing and fabrication of precast concrete elements. This position plays a critical role in ensuring that the Contractor's and Sub-contractor's Quality Plans align with project specifications and requirements outlined in VicRoads Standard and Technical Bulletin TB47, delivering high-quality precast elements for on-site assembly.
Key responsibilities Oversee the implementation of Contractor and Sub-contractor Quality Plans, ensuring they meet all specified standards and requirements for precast concrete production Conduct routine inspections to confirm compliance with approved Project documentation and the Inspection and Test Plan (ITP). Attend and release Hold and Witness Points as per the project Hold and Witness Point Register Be present for the initial 10% of product manufacturing and for at least 20% of remaining Hold Points, adjusting based on observed risk levels and quality Verify compliance and quality standards at critical stages of production, such as mold setup, reinforcement placement, concrete curing, and prestress transfer Prepare detailed reports on surveillance activities, inspections, and compliance statuses for submission to the Project Team and relevant project stakeholders Oversee key production processes, including mold measurements, reinforcement placement, concrete curing processes, prestress transfer, and final checks for dimensions and shape Conduct walkthroughs and promote discussions related to workmanship and quality standards Document, report, and track any identified non-conformances, taking corrective action where necessary and notifying the Contractor Establish strong working relationships with the Contractor's team and maintain open channels of communication to facilitate effective collaboration Conduct audits and surveillance activities following AS/NZS ISO 19011:2019 Guidelines for Auditing Management Systems About you Demonstrated experience in surveillance or inspection of precast concrete or structural elements. Familiarity with Technical Bulletin TB47 and AS/NZS ISO 19011:2019 for auditing and quality management. Strong communication and problem-solving skills for effective collaboration and issue resolution. Ability to travel and work off-site at manufacturing facilities Certification or training in quality auditing or inspection techniques.
