Position Details About us The Department of Treasury and Finance provides economic, financial and resource management advice to help the Victorian Government deliver its policies. Social Group's primary function is to provide expert, proactive economic and policy advice on early intervention, and housing, First Peoples, health, human services, education, and skills policy.The Group implements the Government's Early Intervention Investment Framework and Partnerships Addressing Disadvantage initiative. Social Policy and Services Team The role sits in the Social Policy and Services Team within the Social Group in the Economic Division. Our Social Policy and Services Team provides advice on a broad spectrum of social and economic policy issues including First Peoples, self-determination and Treaty, health, and the education system spanning pre-school to higher education, particularly Vocational Education and Training (VET). About the role Reporting to the Director, Social Policy and Services, the Senior Manager – First Peoples and Treaty will be key to mobilising the Statewide Treaty Negotiations and will be responsible for leading department coordination and response work to Statewide Treaty. The Senior Manager – First Peoples and Treaty will lead on Statewide Treaty negotiation position development and implementation and will collaborate with Truth, Treaty and Self-Determination teams and resources within DTF and across government and Community.The Senior Manager – First Peoples and Treaty will be required to build and maintain formal relationships to existing Truth, Treaty and Self-Determination teams and the Office of the Secretary to progress department-wide approaches to Treaty readiness, Treaty education, and Treaty internal department and departmental communications. These positions will support and at times lead Treaty business as usual (BAU) work that includes identifying and delivering Treaty alignment and reform work for DTF.Key accountabilities include: Is the primary point of contact between DTF and DPC and manages formal and informal engagement throughout Statewide Treaty position development and implementation process.Is authorised to deliver agreed DTF positions on Statewide Treaty negotiations between department and DPC to ensure departmental expertise and authority in Treaty negotiations.Leads and manages relationships with Office of the Secretary, expert teams and other internal stakeholders across portfolio to coordinate advice and authorisation of department positions.Leads identification of portfolio implementation and/or operational considerations for Statewide Treaty positions early and communicates these prior to Cabinet consideration.Within the authorisation of the Secretary and senior executives, develops and tests department position(s) on Statewide Treaty negotiation matters, in collaboration with other key portfolio stakeholders.Fosters collaboration and cohesion in department Treaty activity.Recognised as specialist within department on Treaty that provides expert advice on the strategic direction of Treaty, and collaborates with existing Truth, Treaty and Self-Determination teams and resources to identify BAU reform activity across departments that requires Treaty alignment and consideration of Statewide Treaty intersection in program, project and legislative work.Ensures regular reporting to the Secretary to ensure regular visibility of Treaty negotiations and outcomes.Leads briefs to the Treasurer and Assistant Treasurer on Statewide Treaty progress, processes and positions to ensure Ministers is regularly informed on Treaty. Leads drafting of department positions in Statewide Treaty Cabinet submissions and is responsible for securing Secretary endorsement.With the Deputy Secretary or delegate, participates as member of the Treaty Executive Taskforce (TET). Works closely with senior department executive TET member to provide Treaty updates to department Executive/Board of Management. Coordinates department representation, and at times attends, sub-groups of the TET as required.Other duties, including leading staff, as required. About you We are seeking applications from candidates with demonstrable experience in: Advanced Communication, Influence, and Negotiation Skills: Exceptional ability to communicate persuasively, influence decision-making, and negotiate effectively with key stakeholders at the highest levels across both public and private sectors, fostering consensus and productive working relationships.Project Leadership and Government Engagement: Proficiency in managing a proactive work agenda, providing program and policy leadership, and delivering project and policy outcomes at the governmental level.Strategic Problem-Solving in Complex Environments: Demonstrated capability to provide practical, timely, and sensitive advice to government entities, navigating complex environments with shifting priorities and competing demands.Leadership and Management: experience leading high-profile work, guiding and supporting team members, driving a positive culture, developing others including building strategic thinking and judgement, and providing feedback.Responsiveness: experience in providing timely and fit-for-purpose advice to senior executives to solve complex problems in a sensitive, time-pressured and often ambiguous environment often with competing and changing priorities. Experience and qualifications The successful candidate will ideally have a working knowledge of the Victorian Treaty process including legislation, policy, agreements and frameworks, and demonstrated understanding of the Victorian Government's Aboriginal self-determination agenda.The successful candidate will possess strong knowledge of government processes.A professional qualification in public policy, law or a related field would be advantageous.About our culture We aim to be a model employer providing an inclusive workplace that is understanding and respectful of differences such as gender, identity, race, disability or age.
