We are seeking a Procurement Specialist to provide support for our Procurement and Commercial Department.
This is a Full Time, Permanent position. While WFH/Hybrid options are available, it is essential that the successful applicant maintains a presence at Blackburn in line with our hybrid working model.
About the role
Reporting to the Manager Strategic Procurement, responsibilities of this position include, but not limited to:
Manage the planning and conduct of tender processes from tender concept through to contract execution, including the management of stakeholders, in a timely manner
Provide expert advice on the most appropriate tendering method (e.g. request for information, request for quote, request for tender. expressions of interest etc.) to meet AV's needs
Develop and deliver detailed reports in relation to all aspects of tender processes, including tender evaluations and tender submissions
Provide expert guidance in the drafting of business cases, briefing notes, Finance Committee papers and Board reports in relation to tendering to ensure compliance with the Delegations and Authorities Policy
Build successful and effective Evaluation Panels by building team capabilities, identifying Evaluation Panel gaps and strengths, providing relevant support to close gaps and building on strengths to achieve Evaluation Panel goals
About you
To be considered for this position you will possess a degree or relevant industry certification with proven subsequent relevant experience, or an equivalent combination of training and relevant experience. Other requirements include:
Strong experience managing projects and influencing their outcomes
Extensive experience in government tender processes
A detailed understanding of purchasing and tendering processes, including probity and equity considerations
Interpersonal and influencing skills to gain the acceptance and support of ideas, cooperation of others, and the ability to modify styles and techniques to accommodate tasks, situations and individuals
Conceptual, analytical, financial and problem-solving skills to enable the identification of issues and the judgement to determine appropriate courses of action for achieving organisational goals
Well-developed negotiating and management skills to foster continual improvement to enable effective implementation of plans across the organisation
