Job Description The Procurement and Contract Officer plays a key role in the Procurement team and provides high-level procurement and contract advice and services to the agency. The Procurement and Contract Officer works closely with business units where appropriate to deliver procurement and contract management oversight to achieve business outcomes, while ensuring that all procurement processes comply with relevant legislation and policy requirements. The Procurement and Contract Officer has procurement and contract management experience and/or qualifications, good verbal and written communication skills and able to work both collaboratively and independently as required. Working independently under limited direction, the Procurement and Contract Officer is responsible for: Undertaking procurement activities, including preparing all relevant documentation, to ensure purchasing activities comply with relevant legislation. Monitoring and updating the contract register to ensure procurement activities are properly recorded; the financial implementation of contracted commitments are understood and documented; and expiring contracts are identified in a timely manner. Developing and implementing procurement procedures for use , as well as developing and delivering training for staff ensuring procurement activities comply with all relevant legislation. Assisting with the development of service level agreements, and the management of contracts to ensure all contract conditions are complied with and contracts facilitate the effective delivery of public transport in the ACT. Developing, implementing and maintaining a reporting framework for procurement and contract management This position does not involve the direct supervision of staff members. The following capabilities form the criteria that are required to perform the duties and responsibilities of the position. Proven ability in procurement and contract management, along with the ability to prepare project documentation and other complex written documentation. Well-developed management, organisational and problem-solving skills with a demonstrated ability to be proactive, flexible and manage competing priorities. Well-developed interpersonal, negotiation, and oral and written communication skills, and a demonstrated ability to work with people across different levels and contribute as a member of a small team. Demonstrated ability to work independently and as part of a team to deliver project outcomes. Consistently model and demonstrate the Agency Respect, Equity and Diversity (RED) Framework, participative work practices and Work Health and Safety policies. Professional / Technical Skills and Knowledge Procurement and contract management experience/qualifications Demonstrated understanding of legislation, regulations An understanding of government procurement requirements is highly-desirable.
