About usAs a department our purpose is to help the community to prevent, prepare for, respond to and recover from the impact of fire and emergency events.Queensland Fire and Emergency Services (QFES) is the primary provider of fire, rescue and emergency management programs and services throughout Queensland. The department encompasses the Fire and Rescue Service, disaster management services, the Rural Fire Service and the State Emergency Service (SES), and also supports other volunteer groups providing emergency response to Queenslanders. Please note: This position will be transitioning to Queensland Police Service (QPS) as part of a Machinery of Government Change prior to 30 June 2024, with the SES due to become an entity of the QPS. As part of this transition, you will be required to undergo QPS vetting in accordance with the Police Service Administration Act 1990.Purpose of the roleSES Strategic Liaison and Assurance Unit supports the delivery of SES organisational priorities and objectives through the initiation and management of strategic engagement and corporate governance and assurance. The unit is also responsible for the development, maintenance and monitoring of corporate services ensuring SES state and regional capabilities are developed and maintained. Reporting to the Executive Manager, Strategic Liaison and Assurance, you will be a key member of the team contributing to and engaging with corporate, community and government stakeholders to establish and strengthen partnerships that deliver valuable and sustainable benefits to SES staff and volunteers and foster community resilience. You will be responsible for developing and maintaining partnership opportunities and supporting key stakeholder relationships to ensure activities are undertaken strategically, minimising impact and achieving positive outcomes for SES. Key requirementsHighly desirable requirements * Experience in stakeholder and client management, including building strategic business partnerships. * Experience with and/or understanding of working with volunteer groups and partner agencies. * Qualifications and/or experience in communications in a large geographically dispersed organisation. Special requirements * The incumbent will be appointed as a staff member of the SES and the hours of duty applicable to this role are pursuant to the Queensland Public Service Officers and Other Employees Award - State 2015: specifically, the spread of ordinary hours for SES staff are 0600 to 2200, Monday to Sunday. * It is expected the incumbent will participate in an out-of-hours on-call roster during emergency operations. This may require work outside of normal hours (e.g. night shift), including weekends, working extended hours and may include travel to rural and remote communities, intrastate or interstate travel as necessary and/or deployment activities to other parts of the state.Your key accountabilitiesYour part in the ongoing success of our department, in supporting frontline services will see you responsible for a variety of work, including, but not limited to: * Lead the development of the SES Communication and Engagement Strategy, including monitoring and reporting on communication and engagement activities in line with strategic objectives. * Develop and maintain internal and external relationships with key SES stakeholders as well as local, state and federal government entities to establish collaborative governance structures and supporting processes and systems to facilitate stakeholder relationships. * Work closely with internal and external stakeholders to ensure proposed solutions are understood, and support change management processes. * Build strategic partnerships and develop Memorandums of Understanding and Service Level Agreements that deliver valuable and sustainable benefits for SES volunteers and staff. * Contribute to the strategic direction and growth of Queensland SES by identifying and securing opportunities for strategic collaborations, partnerships and funding opportunities. * Undertake stakeholder engagement and research activities to understand the effectiveness of SES's communication and engagement activities, identifying challenges and making recommendations for improvements. * Provide consistent and timely advice that leads to outcomes that enhance SES's communication, and/or relate to emerging issues and opportunities, recommending appropriate strategies for management and effective decision-making processes. * Prepare and review complex reports, briefs, submissions, and other correspondence or communications on a range of issues and opportunities relating to strategic liaison and partnerships, in accordance with departmental requirements.
