ABOUT THE DIVISION AND BRANCHES The Property and Construction Division is responsible for a wide range of policy, programs, operational and delivery aspects related to Commonwealth property and climate action in government operations, which are critical enablers supporting agencies to deliver on the Government's priorities and outcomes.
The Division:
Works across Government and the private sector to provide policy, regulatory and commercial analysis, advice and guidance to support value for money decisions on property-related policy issues and management in accordance with the Commonwealth Property Management Framework, including through the use of strong data and analytical capability.Manages an extensive portfolio of Finance owned property, including divesting surplus properties.Delivers major capital works and land remediation projects for Government.Leads key reforms that enable, guide and empower Australian Government entities to measure, report, manage and reduce their emissions and climate risks.Manages the Whole-of-Australian-Government Coordinated Procurement Arrangements for property-related services including leasing and facilities management.Maximises value for money from the Commonwealth's significant leased footprint through the Commonwealth Leasing Strategy.Manages the Australian Government Property Register and leads analysis and reporting on Commonwealth property data.Administers the Lands Acquisition Act 1989 and the Public Works Committee Act 1969.Builds and maintains constructive relationships across governments, the private sector and academia on property issues and opportunities.The work of the Division is broad and provides rewarding and engaging opportunities for people who are looking to work in a positive, dynamic, flexible and results-oriented environment.
Through this recruitment process we are seeking to fill Policy Officer, Project Officer and Property Officer roles at the APS4 and APS5 levels. Roles are currently available across the following branches:
The Property Management and Projects Branch, which is responsible for whole of lifecycle strategic property asset management including project delivery, environmental and heritage management, remediation and divestment, related advice to Australian Government entities, oversight of the Finance owned estate and financial advice and management of the Division.The work in Property Management and Projects Branch involves a mix of skills and experience, primarily: policy and project analysis and advice; strategic asset management planning and delivery including project management; stakeholder engagement; financial, procurement, contract and vendor advice and management.The Property Frameworks and Services Branch, which is responsible for management and stewardship of key whole of government property policy, frameworks and legislation, including the Commonwealth Property Management Framework, Lands Acquisition Act 1989, Public Works Committee Act 1969 and Commonwealth Property Disposal Policy. The branch develops strategic property policy options to ensure the property policy framework can respond and support the Australian Public Service to achieve broader outcomes, while demonstrating proper use of resources.The branch is also responsible for the implementation and management of the Property Services Coordinated Procurement Arrangements, which provide a Whole-of-Australian-Government approach to the delivery of Leasing Services and Facilities Management Services for Commonwealth domestic office accommodation and shop fronts. The branch offers significant diversity in roles and skills ranging from contract management, communication and engagement, stakeholder management, guidance and policy development and reporting and compliance.ABOUT THE OPPORTUNITIES There is diverse work within our branches encompassing the property lifecycle (for example, planning, acquisition, delivery, management, remediation, conservation and divestment), property policy (including for the Commonwealth Property Management Framework and Whole of Australian Government arrangements), legislation (including the Lands Acquisition Act 1989, the Public Works Committee Act 1969 and the Australian Capital Territory National Land (Leased) Ordinance 2022) as well as financial management and reporting. The Property and Construction Division employs staff with a variety of career backgrounds and skillsets. It supports ongoing development through mentoring and professional learning. The work of the Division provides exposure to a wide range of stakeholders across the Australian Government and State and Territory governments as well as the private sector, with opportunities to work closely with commercial partners.
Duties and responsibilities may include:
Policy Officer Assist in providing advice to entities on the acquisition and disposal of Commonwealth land interests and/or the referral of capital works to the Public Works Committee.Assist in the development of policy in support of the Finance-owned estate and strategic property assets.Undertake research and analysis to support policy development.Assist in the development of communications materials to support key stakeholders, including external facing communications, and internal documents such as executive and ministerial briefing.Engage with stakeholders internally and across governments as well as the private sector.Undertake procurement planning and contract management.Project Officer Assist with the delivery of strategic property projects.Support the project planning and implementation of the transition between the Whole of Australian Government property contracts.Assist in the preparation of project planning processes, project reporting and briefs.Assist in the review and performance of critical analysis of qualitative and quantitative project information.Assist with procurement planning and contract management.Support the development of communications materials to support key stakeholders, including external facing communications, and internal such as executive and ministerial briefing.Engage with stakeholders internally and across governments as well as the private sector.Work in teams to achieve key deliverables.Property Officer Assisting with procurement planning and contract management.Overseeing the delivery of due diligence reports and project delivery of various complex remediation projects within the Finance Owned Estate and on behalf of other entities.Supporting key policy and delivery projects using coordination, written and financial skills.Supporting analysis and interpretation of legislation and other policy documents and developing advice to a range of internal and external stakeholders.Supporting the development of communications materials to support key stakeholders, including external facing communications, and internal such as executive and ministerial briefing.Engaging with stakeholders internally and across governments as well as the private sector.Assisting with team administration and coordination.ELIGIBILITY ADVICE & CANDIDATE NOTES Under section 22(8) of the Public Service Act 1999, employees must be Australian citizens to be employed in the Australian Public Service (APS) unless the Agency Head has agreed otherwise, in writing.Successful applicants will be required to undergo the process to obtain and maintain, or continue to hold the required security clearance level for the role as indicated in the downloadable job pack.
