We are committed to providing quality representation for our clients and bringing about long term change in the justice system. ABOUT APO NTAboriginal Peak Organisations of the Northern Territory (APO NT) is an alliance comprising the North Australian Aboriginal Justice Agency (NAAJA), Central Land Council (CLC), Northern Land Council (NLC), Anindilyakwa Land Council (ALC), Tiwi Land Council (TLC), Aboriginal Medical Services Alliance of the NT (AMSANT), Aboriginal Housing NT (AHNT) and NT Indigenous Business Network (NT IBN). The alliance was created to provide a more effective response to key issues of joint interest and concern affecting Aboriginal people in the Northern Territory, including through advocating practical policy solutions to government. APO NT is committed to increasing Aboriginal involvement in policy development and implementation, and to expanding opportunities for Aboriginal community control. APO NT also seeks to strengthen networks between peak Aboriginal organisations and smaller regional Aboriginal organisations in the NT.POSITION OVERVIEWThis policy officer role will form part of the network of policy officers from Aboriginal Peak Organisations Northern Territory. The NAAJA policy officer will represent NAAJA's expertise and perspectives in strategic policy forums where APO NT members play a strategic role. This includes a role advising government on the implementation of the National Agreement on Closing the Gap and the 10-year Generational Strategy for Children and Families in the Northern Territory.The policy officer's role will be to provide NAAJA's strategic policy input and advice into the broader network of Aboriginal organisations, and work collaboratively across the NT to drive high level reform in the interests of Aboriginal Territorians. REPORTING RELATIONSHIPSThe NAAJA policy officer will report to the Law and Justice Manager.DUTIESPrepare submissions, briefing papers and reports drawing on both the expertise of NAAJA staff, as well as through independent research and data analysis.Provide support and high-level advice to the NAAJA executive to support them in meetings with Commonwealth and NT Government Ministers and senior executives.Identify new and arising issues, coordinate appropriate research into those issues and develop policy responses.Assess complex policy issues and make recommendations on appropriate policy development.In coordination with the APO NT Officers Group, develop submissions to government reviews and inquiries; and facilitate representation at Government and Parliamentary Inquiries.Build and maintain close linkages with relevant Aboriginal organisations and networks at a local, territory and national level in the interests of furthering reform and advocating on issues of shared concern.Other duties as directed. SELECTION CRITERIAAn in-depth knowledge and understanding of the political, social, cultural, and economic circumstances facing Aboriginal people and communities in the NT. Advanced research, oral and written skills, and a proven ability to communicate with influence to a broad range of audiences. Demonstrated experience in developing substantial policy documents for a broad range of audiences. Detailed knowledge of the policies, programs and processes of government departments and authorities as they relate to Aboriginal people in the NT. Good interpersonal skills, ability to communicate effectively with management and staff across the organisation, and with the Aboriginal leadership, Aboriginal organisations, and community members. Satisfactory Criminal History Check and no history of disqualification from employment by a legal practice. A current Ochre Card or the ability to gain. Previous policy experience within an Aboriginal organisation. Place of Employment: Darwin or Alice SpringsHours of Work: 37.5 hours per week, 8:00am - 4:30pm Monday to FridaySalary/Wages: PSO6.1 – PSO7.3 - $102,480 - $124,042 per annum, depending upon experienceAs a Public Benevolent Institution (PBI) NAAJA is currently able to offer salary sacrificing benefits in line with current legislation (Conditions Apply)Allowances: Annual Airfare Entitlement payable per annum after 12 months qualifying serviceSuperannuation: As per the Commonwealth Superannuation Guarantee (Administration) Act 1992.Annual Leave: 6 weeks per annum. Leave loading of 17.5% will be payable on annual leave. Long Service Leave: As per the NT Long Service Leave Act with the exception that service with other Legal Aid services and agreed Aboriginal organisations is recognised as relevant service for the purpose of accessing Long Service Leave on a pro-rata non-financial basis.Personal / Carer's Leave: 15 days per annum. Disqualification and conviction of serious offencesUnder the Legal Profession Act, NAAJA is not able to employ a person who has been convicted of a serious offence or disqualified from legal practice without permission from the Law Society. You must inform NAAJA if you are a disqualified person or have been convicted of a serious offence and it is an offence under the Legal Profession Act if you fail to do so.For employees who do not hold a practising certificate, you will be required to undergo a police record check before commencing your employment.It is an ongoing condition of your employment that you notify NAAJA immediately if you are subject to proceedings for disqualification from legal practice or charged with a serious criminal offence.
