Manager Recovery Outcomes - People and Economy (within Emergency Management) Full time, Fixed term until 31 August 2025 Attractive VPS 6 salary between $ 130,673 - $174,869 + superannuation DJCS Emergency Management includes the department's emergency management accountabilities delivered through Emergency Management Victoria, Emergency Recovery Victoria, Sector Performance and Reform and emergency management statutory entities and offices. The work of the group supports the emergency management sector to work together and to strengthen the capacity of individuals, communities, government, agencies and business to achieve our shared vision of safer and more resilient communities and to rebuild and recover after an emergency.
Emergency Recovery Victoria - What does the business unit do? Emergency Recovery Victoria (ERV) is responsible for state relief, and state and regional recovery coordination for all emergencies to help communities build back better and emerge stronger. ERV is a business unit within the Department of Justice and Community Safety. Working directly with impacted communities, all levels of government, agencies and industry, ERV coordinates real, effective and timely support that communities need to recover after a major emergency. As well as providing strategic leadership on whole-of-government recovery activities and delivering state recovery outcomes, ERV supports locally led recovery efforts to support councils and ensure that community is at the centre of recovery.
What will the role do? The Manager, Recovery Outcomes – People and Economy is a critical role within the State Recovery Operations and Coordination division, working to achieve the objectives and outcomes of relevant pillars of recovery. You will be required to connect work across pillars and collaborate with other branches within the division, the Emergency Management Communications team, regional teams and key external stakeholders to ensure effective development and delivery of the relevant pillar outcomes.
Key aspects of the role include:
Lead ERV in addressing People and Wellbeing and Business and Economy recovery pillars outcomes through a collaborative whole of Victorian Government approach. Engage senior stakeholders, anticipating trends and emerging issues across the relevant pillars of recovery, and liaise internally to ensure appropriate portfolio engagement, planning and action. Lead a team of subject matter experts, contributing to key strategic written material, briefings, plans and government submissions, relating to the relevant pillars of recovery. What skills and knowledge should the Manager Recovery Outcomes - People and Economy have? As our ideal candidate, you will have:
Subject matter expertise:  skills and experience in the sectors of people and wellbeing (which may include an understanding of trauma-informed practice, and psychosocial recovery), and business and economy (which may include an understanding of small - medium businesses and agriculture). Can provide expert advice and support on complex and sensitive issues to the Director, Recovery Outcomes. Stakeholder management : skills and experience in identifying and managing complex and competing needs, including relationships at senior levels, and in acting as a convenor between teams and departments to build collaboration. Is able to represent ERV on relevant recovery working groups and forums at a state level. Strategic planning:  skills and experience in guiding others through the strategic planning process. Understands internal and external issues that influence the strategic direction and can provide subject matter expertise to inform these processes. Managing people:  skills and experience in managing people, through role modelling ethical leadership, and championing an organisational culture that prioritises staff wellbeing and enables people to perform at their best. Policy design and development:  skills and experience in understanding the processes and levers that apply to government, and an awareness of contemporary recovery issues to support the development of key organisational and Whole of Victorian Government key strategic written material including briefings, plans, and government submissions. A tertiary qualification in a relevant discipline, or equivalent experience, is desirable. Experience in disaster recovery is desirable.
