The RoleThe NCA is seeking an energetic, enthusiastic, and self-motivated individual to lead a small team.
The position requires excellent interpersonal, governance, legislation, and contract management skills.
The Manager, Contract Services manages relationships with internal and external stakeholders, including contractors.
The incumbent will balance a complex relationship of excellent service delivery, governance, and legislative demands in the delivery of contract services for our parking operations.
This requires interpersonal skills of a high order so that excellent contract management is delivered.
The Manager will lead a small team to meet deliverables in a responsive manner whilst ensuring integrity.
The key duties of the position include:Manage the day-to-day operations of the team, providing leadership, support, and strategic direction.Manage legislative, policy and operational reviews and implement continued improvements to parking operations.Preparation of written documentation, including senior management briefing and reports, procurement documentation and legislative review reports.Manage consultants and contractors to deliver high quality outcomes.
Administer and evaluate contracts to ensure that technical and contractual requirements are met; works meet specified quality and are provided on time and within budget.Management of the debt recovery process.Assist the senior management in strategic planning.Develop and maintain enterprise stakeholder relationships to drive change and improvements in parking systems and technology.Develop and maintain a working knowledge of relevant legislative frameworks relating to contract and resource management.Support the Director in the strategic, resource and day-to-day performance management of the Estate Management Section.Represent the NCA at a range of forums.Participate as a constructive member of the National Capital Authority and provide reasonable support as required.Minimum RequirementsUnder section 22(8) of the Public Service Act 1999, employees must be Australian citizens to be employed in the Australian Public Service (APS).

The screening check is conducted in accordance with the Australian Government Protective Security Policy Framework requirements.
The successful candidate will be required to obtain and maintain a security clearance at the Baseline level.
