The Role
This role offers work of high strategic importance to Defence and the Defence Finance Group in a fast paced and dynamic environment. It has significant engagement across Defence as the organisation pivots to implement the inaugural 2024 National Defence Strategy. A key priority for the Australian Government over the next 12 months, this presents an agenda for ambitious, but necessary, reform to Defence's posture and structure. Successful candidates will play a critical role in implementing these reforms and supporting Government consideration of key Defence capabilities, including nuclear-powered submarines, long range strike capabilities, enhancing Australia's northern military bases, and workforce.
In this role you will be responsible for delivering the Commonwealth budget for Defence in accordance with the Commonwealth timeframes. This includes associated tasks such as the publication of the Portfolio Budget Statements, Portfolio Additional Estimate Statements, development of Senate Estimates briefs, responses to media enquiries, development of Ministerial and Cabinet Submissions and briefing to both the CFO and other members of the Defence leadership team. You will work across the Department, with central agencies and agencies with linked programs to support Defence with its budget process.
We are looking for leaders who are knowledgeable and skilled in working within the Commonwealth financial framework and providing financial policy and management advice to stakeholders and senior leaders.
You will be a self-starter, with a strong attention to detail, good planning and written skills, and strong leadership skills. You will be able to work independently under broad direction using your professional judgement to make decisions, factoring in risks and being sensitive to the context. You will have a demonstrated ability to manage and support a variety of proposals and issues through the budget process in consultation with Central agencies.
A key requirement of this position is actively developing and nurturing relationships with internal and external stakeholders and a demonstrated ability to deliver a diverse range of tasks within very short and inflexible timeframes. As a leader you will be responsible for building and managing a multi-disciplinary team, supporting individual development needs and the team focus on goals and priorities.
About our Team
The Commonwealth Budget Coordination team delivers core central finance functions in line with Commonwealth financial policy, manages key budget, statutory reporting and other parliamentary support requirements, interacting with external Commonwealth agencies on various budgeting and reporting matters.
The team develops and contributes to complex and/or sensitive correspondence such as internal Defence committee papers, advice to Ministers and government, Budget submissions, Senate Estimates briefs, Question Time briefs, Questions on Notice, Media enquiries and other ministerial correspondence, incorporating insights and analysis to promote contestability and support decision making.
The team also manages and provides advice on budget reviews and updates as part of the Commonwealth budget cycle, including No Win No Loss Defence Operations, foreign exchange exposures, and capital/operating mix.
