The Director, Encrypted Criminal Communications (ECC), supports the National Manager, Collection Operations with the strategic direction and development of the ACIC's capabilities responding to the use of encrypted communications by serious and organised crime (SOC).
This role is accountable for setting the strategic direction including performance standards, priorities, business plans, implementation strategies and risk managing technical capability.
This role requires strong collaboration skills within the Intelligence Operations Group, across the agency, as well as with national and international law enforcement, and intelligence partner agencies.
The successful candidate will be able to communicate complex technical information to senior executives within and outside the agency.
This position requires an experienced professional with strong leadership, communication and interpersonal skills.
A strong understanding of modern communications and technical intelligence collection is also required.
The Director ECC provides leadership and subject matter expertise on the encrypted criminal communications environment.
The successful applicant will demonstrate a detailed understanding of relevant Commonwealth legislation including the Surveillance Devices Act 2004, Telecommunications Act 1997 and Telecommunications (Interception and Access) Act 1979 and Surveillance Legislation Amendment (Identify and Disrupt) Act 2021.
The role engages closely with oversight bodies, including Commonwealth Ombudsman and the Office of Inspector-General Intelligence and Security.
An understanding of and the ability to contribute to legislative reform processes is also a key aspect of the role.

The holder of this position needs to be flexible, innovative, self-motivated and committed.
Applicants should have a proven ability to manage a high performing and complex team of committed intelligence and technical professionals located nationally.

Key responsibilities: Driving capability development by maintaining an awareness of the encrypted criminal communications environment to ensure the most effective techniques are used to deliver the agency's capability. Advanced understanding of the related technical capabilities, techniques and legislative frameworks required to deliver against the agency's intelligence requirements. Leading and implementing best practice processes to ensure compliance with legislative provisions governing covert collection tools and activities. Setting strategic direction, vision and priorities and establishing effective business processes for the section. Establishing and maintaining stakeholder relationships with Commonwealth, law enforcement partner agencies and private industry. Leadership and oversight of a nationally dispersed workforce.

To be successful in this role, you will demonstrate the following experience, skills and attributes:
Demonstrated ability to lead a dynamic team to meet deadlines in a complex and technical operational environment. Demonstrated experience developing and managing complex internal and external stakeholder relationships. Highly developed verbal and written communication skills with the ability to confidently communicate at all levels, together with strong interpersonal skills. Demonstrated experience applying, and detailed working knowledge of, statutory, regulatory, oversight and policy frameworks relevant to the delivery of the capability. Demonstrated knowledge and prior practical experience relevant to the role, including a detailed understanding of technical intelligence collection techniques, and methodologies in support of complex investigations and intelligence gathering activities. Demonstrated ability to use sound judgement to analyse operational practices, assess and manage risk (including high risk covert technical operations) and implement changes in order to deliver operational and strategic outcomes. Eligibility Citizenship - To be eligible for employment with the ACIC, applicants must be an Australian citizen. Security Clearance - The Australian community expects ACIC employees to maintain the highest levels of security and integrity.
