This is a remote, full-time, permanent position within the Washington Management Service (WMS) .
Director, Rural Health Systems Development The Executive Office of Healthcare Innovation and Strategy (OHIS) is dedicated to improving health for everyone in Washington. We drive innovation in population health, transform health systems and the workforce, and create synergy between public health, healthcare, and social care systems to achieve health equity and the Quadruple Aim: better care, affordable care, a resilient health workforce, and better population health. This role supports our mission by managing statewide initiatives that enhance rural health systems, ensuring better health and protection for people in rural areas of Washington. This includes overseeing the State Office of Rural Health.
As the Director of Rural Health Systems Development, you'll play a pivotal role in shaping the healthcare landscape of Washington State. Leading the planning, management, and evaluation of rural health strategies at the Department of Health (DOH), you'll spearhead initiatives aimed at improving access to healthcare in underserved areas, with a particular focus on Medicaid-eligible populations and enrollees. Your responsibilities will include supervising the Rural Health Systems Development team, overseeing critical programs such as rural palliative care, sustainability efforts for Critical Access Hospitals, quality improvement initiatives, and providing technical assistance for Rural Health Clinics. Collaborating closely with rural health partners, you'll identify pressing needs and craft integrated solutions to bridge gaps in public health and healthcare systems.
In this dynamic role, you'll serve as the primary liaison for rural health policy, engaging with a diverse array of stakeholders including interest groups, internal and external partners, as well as state and federal agencies. Your strategic leadership will be instrumental in setting the direction for rural health initiatives, driving the development and implementation of innovative programs and policies aimed at enhancing healthcare accessibility and quality. Partnering with the Senior Director of Health Systems and Workforce Transformation, you'll ensure alignment with broader health system priorities, overseeing effective operations, budget development, fiscal monitoring, and personnel management. With a forward-thinking approach and a commitment to fostering positive change, you'll lead efforts to transform rural health systems, ultimately improving healthcare access and outcomes for communities across Washington.
Responsibilities :
Direct statewide programs to enhance rural health systems and services in Washington, ensuring high quality and accessibility while coordinating with public health services. Establish contractual, statutory, and regulatory requirements for rural health initiatives. Provide policy oversight and consultation on rural health to the agency, legislature, and other entities, including oversight of Critical Access Hospitals and Rural Health Clinics. Represent the Executive Office and Department of Health at state and national levels, fostering partnerships and collaborations with local, state, and federal organizations. Communicate with various stakeholders, including the public, government agencies, and media, to educate about rural health initiatives and interpret regulatory statutes. Oversee quality assurance activities, develop assessments, and implement strategies to improve efficiency and effectiveness of operations. Develops and ensures implementation of program policies consistent with agency frameworks and national/state policies. Operationalize the agency's core values of equity, innovation, and engagement, prioritizing equity in both internal management and external relationships. Manage budget allocations and expenditures for team projects, ensuring accuracy in financial reporting to funders/partners. Supervise Rural Health Systems Development team, selecting personnel, providing guidance, coaching, and fostering collaboration while promoting diversity and equity awareness. Education: A Master's degree in public administration, public health, business administration, health care administration, human services or a related field and 3+ years of experience with progressive responsibility in management and systems development
OR 
A Bachelor's degree and 5+ years of experience with progressive responsibility managing or developing health care or related services.
Experience: Effectively leading and directing a group of managers and/or professionals. Strategic planning, grant writing, and grant management. Translating policy into organizational plans, structures, and programs.  Development and management of budgets. Leading process improvement activities, centralizing community, and other partners to better promote equity. Community and stakeholder engagement. Experience in systems integration and improvement work with a variety of partners, with intentional focus on equity. Experience and competency serving diverse communities, including having lived or worked in a rural community or was employed by a rural healthcare system. Knowledge of the following: Population-based health promotion and communication Public health methods and core functions Affordable Care Act and the health care environment  Organizational development and strategic planning Management principles Principles of cultural competency Skills and Abilities: Planning for and prioritizing complex projects and initiatives Systems and policy development Addressing high visibility issues Developing partnerships Leading, coaching and mentoring professional staff and teams  Communicating politically sensitive information Communicating and working effectively with diverse groups including facilitation, negotiation, and active listening Balancing multiple tasks; adapt to change and shifting priorities Maintaining a clear focus on internal and external customer needs Continual development of cultural competency The following experience is preferred:  Master's degree in public health, public administration, or closely related field.  Experience working with a legislative body. Working knowledge of health systems transformation efforts in Washington state and the U.S. Three years of experience overseeing complex budgets with multiple funding sources.  developing and managing contracts. developing strategic partnerships. Frequent in-state travel is expected. Attending events or working in-office is rarely required and would be scheduled in advance at the DOH office located in Tumwater.
