About the TeamThe Director, Integrity Investigations and Conduct is a newly created position which forms part of the Integrity, Performance and Employment Policy (IPEP) branch.IPEP provides policy and implementation advice on employment and integrity matters. We support the APS Commissioner in the exercise of his statutory functions under the Public Service Act 1999 (PS Act) and subordinate legislation, including in relation to:upholding high standards of integrity and conduct in the APSpromoting the APS Values, the APS Employment Principles and the Code of Conductevaluating the extent to which Agencies incorporate and uphold the APS Values and the APS Employment Principlesevaluating the adequacy of systems and procedures in Agencies for ensuring compliance with the Code of Conductthe integrity of agency heads, including undertaking inquiries in accordance with the PS Actthe application of meritthe application of the APS Commissioner's Directions 2022 (Commissioner's Directions) and Public Service Regulations 2023 (PS Regulations)Senior Executive Service (SES) employment matters, andthe compulsory transfer of staff via Machinery of Government (MoG) changeAbout the RoleThe newly formed Integrity Investigations and Conduct (IIC) section will work in collaboration with other parts of the APSC to support the Commissioner to uphold high standards of integrity and conduct in the APS.This is an exciting opportunity for a highly experienced, motivated and credible leader to play a pivotal role in shaping the APS. This unique position affords the position holder the opportunity to oversee integrity matters through a whole-of-service lens and play a lead role in implementing the Australian Government's number 1 APS Reform priority: an APS that embodies integrity in everything it does.In partnership with the Assistant Commissioner, IPEP, the Director, Integrity Investigations and Conduct, will work closely with the APS Commissioner in supporting him to fulfil his statutory functions under the PS Act. The role also engages with a wide and diverse range of stakeholders across the APS: from HR practitioners and Chief Operating Officers, to Agency Heads and external legal service providers. This is a highly visible role of increasing importance, responsible for not only managing existing processes, but creating and implementing new initiatives designed to deliver high standards of integrity and conduct across the APS. This includes the opportunity to influence cornerstone documents and processes across the APS, including the PS Act and subordinate legislation.The key duties of the position includeThe Director will be responsible for leading, motivating and supporting a small team working in a fast paced and complex environment.The Director and IIC team will design, implement, manage and review of a range of activities and functions , including but not limited to:Overseeing the management of complaints and referrals to the APSC, conducting assessments and where appropriate, managing Code of Conduct inquiries on behalf of the APS Commissioner in accordance with s41(2)(m) and (n) of the PS ActSupporting agency consultation with the APSC on a range of integrity related mattersDesigning and implementing a framework to monitor and evaluate the adequacy of systems and procedures in Agencies for ensuring compliance with the Code of ConductPartnering with the APS Reform Office to design new reform initiatives and support the implementation of the Government's reform agenda, in particular, Priority 1: An APS that embodies integrity in everything it doesLeading and/or contributing to the implementation of a suite of integrity related reform initiatives, including but not limited to those arising from the Integrity Taskforce report Louder than Words and the Robodebt Royal Commission RecommendationsContributing to the design and implementation of a range of programs and products to promote the APS Values and Code of Conduct and support high standards of integrity and conduct across the service. This includes partnering with the Department of Defence in engaging with Code of Conduct practitioners across the APS via the Code of Conduct Cross Agency Forum in order to build capability across the service and promote continuous improvement in Code of Conduct processesReviewing and updating the APSC's suite of integrity resources to ensure they remain contemporary and fit for purposeHow the role will performThe Director IIC will work in close partnership with their peers and colleagues in the branch, build effective ongoing relationships and networks with a wide range of stakeholders, and be able to demonstrate a supportive and collaborative work style through mentoring and supporting the development of direct reports, and contributing to a sense of belonging and psychological safety across the team.
