About the Branch The Corporate Branch is responsible for delivering enabling services that support the agency delivering on its purpose and to ensure the effective and efficient operation of the agency.
The Branch facilitates the agency's compliance with legislation as a non-corporate Commonwealth entity. The volume of legislation which informs this work is significant including the Public Governance, Performance and Accountability Act, Public Service Act, Work Health & Safety Act, Fair Work Act to name a few. In addition, there are numerous Rules, Instruments, policies and frameworks that build on legislation which is applicable to the agency.
The Branch delivers services across numerous disciplines being strategic communications, human resources, finance, procurement, planning, performance, parliamentary services, facilities management, security and corporate communications.

Role Responsibilities and Duties The Clean Energy Regulator is seeking a high performing experienced CFO to lead the finance team and play an integral role in delivering key outcomes and priorities for the agency. Reporting directly to the Chief Operating Officer, the CFO operates as a business partner in a complex, developing and technically challenging work environment.
As the CFO you will be responsible for providing advice to the agency on a range of strategic initiatives, investments and business needs as well as legislative and regulatory compliance. You will have a keen aptitude for strategic thinking, political acumen and adept at building relationships both internal and external to the agency. You will be self-motivated and support collaborative and co-design approaches to solve complex issues.
As the CFO you will need strong leadership credentials, and an ability to engender trust and respect, which are complemented by a stringent commitment to integrity and probity, sound judgement, a strong focus on results.
The CFO requires comprehensive knowledge of financial practices in government, including:
Financial and Budget Management: responsible for delivery of the agency's external budget including input into the Australian Government Budget process and the Portfolio Budget statements and the agency's internal budget, delivering robust and comprehensive costing of new policy proposals. Financial Accounting: responsible for external and statutory reporting including the agency's financial statements, asset control framework, tax management and treasury functions. Cost recovery: including alignment with the Australian Government Charging Framework and development and maturing of both individual and whole of agency cost recovery frameworks. Special Accounts: responsibility for the management and reporting of special accounts and administered funding for complex programs. Financial Reporting: reporting to the Senior Leadership Team, Regulator Board and Audit Committee on the agency's financial position. Financial operations: lead the execution of month end financial and required reporting processes (payroll, accruals, prepayments, depreciation, AP/AR etc.) Finance Business Partnering: responsible for the internal financial management and provision of financial services across business areas within the agency. Procurement: responsible for procurement advisory services, internal and external reporting, maintenance of policies and procurement risk frameworks whiles ensuring procurements and resulting agreements are undertaken within mandated Commonwealth Procurement Guidelines and agency procedures. Financial Systems: responsible for developing, maintaining and supporting the budget management system, developing finance system strategies and ensuring accounting requirements are met in major payment system developments. Financial Governance: responsible for the development and maintenance of financial policies, controls and standard operating procedures and maintaining currency with all external rules, standards and frameworks. Intra and Interagency relationships: work effectively with internal and external stakeholders, such as the Department of Climate Change, Energy, Environment and Water, Department of Finance, the Australian National Audit Office, internal and external audit providers, and other agencies on financial management and audit matters. Qualifications/Experience Our ideal candidate will have at least 10 years of experience in financial management, budgeting and financial operations.
Candidates must have tertiary qualifications in accounting/commerce or a related field, and a current membership of either CPA Australia or Chartered Accountants Australia & New Zealand.
Salary for the Chief Financial Officer role will start from $164,908 per annum with an individual flexibility arrangement (IFA) negotiated with the successful candidate depending on skills and experience.
Key attributes for the position include: Extensive experience preparing, interpreting, analysing and presenting complex annual financial statements and periodic financial reports and fostering understanding and advice to ensure alignment with business needs and strategic initiatives and investments. Demonstrated experience in the delivery of the Role Duties, with proven abilities in cost recovery practices and development of new pricing proposal, highly desirable. Demonstrated achievement of leading a high performing team, with evidence of collaboration that encourages new ideas, builds trust, and provides support for the development of emerging skills. Proven ability to interpret appropriate legislation and accounting standards, and to implement accounting and reporting reforms. Experience leading continuous business improvements, including an ability to identify innovative solutions to deliver efficiencies. Demonstrated ability to communicate openly and effectively and to build strong professional relationships with staff, stakeholders and clients at all levels and across boundaries together with superior interpersonal, negotiation and influencing skills. Deputy Chief Financial Officer Candidates applying for the Chief Financial Officer role may also be considered for the newly established position of Deputy Chief Financial Officer. This position is also an Executive Level 2 position, reporting to the Chief Financial Officer, however, the renumeration for this role would commence at $139,991 + Superannuation.
The Deputy Chief Financial Officer supports the Chief Financial Officer by:
Overseeing all accounting operations and financial reporting including AP, AR, Debt Management, Treasury and Asset management, and monthly reporting. Coordinating and directing the preparation of the external and internal budgets, and financial forecasts. Participating in the preparation of the annual financial statements and audit by the ANAO. Interpreting, analysing and presenting financial related information to facilitate understanding and ensure alignment with business needs and strategic investments. Providing high level advice on financial matters and strategic initiatives. This includes the provision of well researched papers on technical accounting issues for consideration by the CFO and the ANAO. Ensuring quality control over financial transactions and financial reporting. Managing and promoting internal control frameworks. Driving continuous process improvement within the finance section. Our ideal candidate for Deputy CFO will have at least 8 years of experience in financial management, budgeting and financial operations. Candidates must have tertiary qualifications in accounting/commerce or a related field and a current membership of either CPA Australia or Chartered Accountants Australia & New Zealand.
