The Aged Care Quality and Safety Commission (the Commission) was formed on 1 January 2019. The role of the Commission is to protect and enhance the safety, health, wellbeing and quality of life of people receiving aged care.
The Commission is the national end-to-end regulator of aged care services and the primary point of contact for consumers and providers in relation to quality and safety. Our vision is to support a world-class aged care system driven by empowered consumers who enjoy the best possible quality of life.
We aim to build confidence and trust in aged care, empower consumers, promote best practice service provision, promote quality standards and hold providers to account for their performance against the expected standards of care. We seek to promote an aged care system that develops safer systems of care, inculcates a culture of safety and quality, and learns from mistakes, while providing the oversight that can assure the community that aged care services are operating as they should, including working on continuous improvement.
Reform & Transform Program Office (RTPO) The RTPO supports the Commission in becoming a world-class regulator through the disciplined approach to project and change management. The RTPO is currently transitioning from a PMO to an EPMO.
RTPO Purpose Offer frameworks and advice as an EPMO (Enterprise Project Management Office) to ensure that positive intentions are guided by disciplined program, project and change governance, resulting in the realisation of benefits in line with the Commission's strategic objectives.
RTPO objectives Using an evidence-based approach advise on prioritisation and optimal resource allocation and impact for effort;To provide the tools and frameworks for disciplined enterprise-wide program, project and change governance and management.To provide an enterprise-wide lens for the management and mitigation of program, project and change risk.To provide and maintain the frameworks and tools for standardised enterprise-wide reporting to ensure consistent monitoring and management of all strategically important program, projects and change.To provide enterprise-wide visibility of change activitiesTo uplift the enterprise-wide program, project and change literacy.To provide the evidence and frameworks for learning and continuous improvement.To assist in the alignment of program, project and change efforts with benefits realisation.Purpose of position The Assistant Director, RTPO is a core member of the RTPO Leadership Team. The role is primarily concerned with the ongoing improvement and maintenance of the Commission's Program and Project Governance and Management Framework and Operational Plan Deliverable, Program and Project data quality and reporting.
Position Duties The Assistant Director, RTPO is accountable for the following:
Ongoing improvement and maintenance of the Commission's Program and Project Governance and Management Framework – including associated artefacts and toolkits;Ongoing improvement and maintenance of Operational Plan Deliverable, Program and Project data quality and reporting;Ongoing improvement and maintenance of the PPM Tool – to accommodate the Program, Project and Change Governance and Management Framework and to house the data required for ongoing reporting;Contributing to the overall purpose, direction and leadership of the RTPO as a core member of the RTPO Leadership TeamDeveloping and delivering training and community of practice content to contribute to the program and project governance and management uplift across the CommissionPreparing reports for PAGG (Program/Project Advisory Governance Group) and other committees and forums in the current and emerging governance structure that require monthly status report updates on Op Plan Deliverables, Budget Measures, programs and projects of strategic importance to the Commission.Leading and supervising Project Coordinators and Managers as required.Working with the Director to oversee and implement the RTPO's 'spoke' resource model -assisting with the management of PMs and PCs dispersed across the organisationImplementing, or supervising the implementation of, QA measures for project governance and dataOverseeing and assisting the Portfolio Coordinator in the procurement of services, contractors and consultancy as required including tender processes and contract managementOverseeing and supporting in the development of QRG and other training and communication materials to roll out the Commission-wide program and project governance and management uplift.Position Eligibility Requirements Significant track record in Project Governance and ManagementKnowledge of Project Management tools and software – particularly Prince 2, Agile and the PPM ToolExtensive experience in Government and a sound understanding of the NPP process and accountability requirements for Budget MeasuresHighly developed analytical and problem-solving skills.Strong stakeholder engagement, relationship building and change management skills.Highly developed written and oral communication skills including the ability to negotiate and influence confidently.Understand and actively demonstrate the APS Code of Conduct and Values.Position Notes Salary offered will be between $114,247 - $130,300 per annum depending on skills and experience. In addition, 15.4% superannuation will be paid.
