Title: Test and Evaluation Lead Evaluator / Project Manager
Position Description: Serves as the T&E Lead Evaluator / Project Manager for the Independent Test Agent (ITA), responsible for leading the Test and Evaluation (T&E) of DHS Information Technology (IT) major acquisition programs.
Candidate will be responsible for all aspects of the System Evaluation in accordance with established relevant DHS policies (e.g., Acquisition, T&E) and program test plans, and advising program offices and user representatives on all matters related to T&E. Candidate will be responsible for leading test teams to ensure they are conducting their activities in alignment with test strategies.
Candidate will interface regularly with government customers up to the SES level and should have excellent interpersonal and written skills.

Duties:
Provides ITA input to the T&E strategy, developing the Evaluation Framework (EF), Failure Definition and Scoring Criteria (FDSC), and supports the development and briefing of the T&E Strategy Briefing.
Works with the Operational Test Director to develop the Operational Assessment (OA) Plan, Operational Test (OT) Plan, develops and briefs the T&E Concept Briefing, and leads Test Readiness Reviews.
Oversees the execution of the OA, OT, and Cyber Adversarial Assessment (AA).
Authors the final evaluation report and issues the final evaluation ratings for the system.
Works closely with Developmental Test (DT) teams to ensure the planning, execution, and reporting of the DT events supports the system evaluation.
Facilitates working groups and customer meetings.
Required:
Master's degree with 15 years' experience or Bachelor's degree with 17 years' experience Proficient in DHS and/or DoD Test and Evaluation policy for major acquisition programs Strong communication, leadership, and facilitation skills Experience with writing technical reports and briefings for senior executives Demonstrated skills and abilities within T&E such as attained by T&E Level II training (DHS or DoD) and completion of DHS Operational Test Director's course Experience in large scale Test and Evaluation/Acquisition (e.g., working knowledge and experience developing one or more of the following documents: Test Concept Briefings, System Evaluation Plans, Operational Test Plans, System Evaluation Reports, and Test Readiness Reviews) Experience with systems engineering and acquisition in DHS and/or DoD.
Experience with IT System Operational Testing and T&E within an Agile methodology.
Current DHS Suitability.
Location: Northern Virginia/Telecommuting
Travel: Minimal, however, some future travel may be required to visit test sites.
Clearance: Candidate must be able to obtain Department of Homeland Security component vetting/suitability
