The Regions serve as escalation points for operational issues, foster collaboration with partner organisations, and focus on staff support and development. The Regions have a key role in implementing strategic plans, resource allocation, and enhancing emergency response capabilities. Reporting to the Manager Planning and Performance you will support the execution of the RFSQ staff development framework across the region. The role involves administration, coordination, and promotion of training and development activities and initiatives for staff. It works closely with the RFSQ Training and Development unit (and the Staff Development Unit in particular) and Manager Operational Training in the Districts. Mandatory Requirements Must meet the mandatory requirements and attributes as outlined in the generic RFSQ Rural Officer Two (RFSO2) role description. Possession of current Certificate IV in Training and Assessment and/or accredited tertiary qualification in adult education or equivalent. Highly Desirable Requirements High level understanding of contemporary training methodologies and willingness to maintain competencies and skills. Knowledge of, or experience working with volunteers and/or within a volunteer organisation. Primary duties Description In addition to the generic RFSO2 role description, the primary duties of the Staff Development Officer include but are not limited to:Assist in the co-ordination of staff performance and appraisal development plans for the Region, providing support and advice to line managers to execute this activity. Conduct training needs assessments to identify gaps, trends, and opportunities for improvement in staff development aligned with Personal Achievement and Development Plans. Assist with the coordination, delivery, and facilitation of staff development activities, including coordinating onboarding activities and supporting induction and role readiness activities for new staff members. As an experienced fire practitioner, provide advice and input to ensure staff development curriculum is contemporary and aligned with operational currency. Monitor, audit, and report on learning and development programs, consult and liaise with staff development, curriculum development and governance teams, to ensure staff development is fit-for-purpose and compliant with industry standards. Maintain and manage best practice governance and administration processes in a Registered Training Organisation (RTO) environment. Participate in forums, communities of practice and working groups, as required, to support the development of rural fire service training knowledge, skills, and capabilities in an integrated manner and in consultation with the Staff Development Unit. Incumbents appointed to this position will participate in a personal professional development programme developed in conjunction with their supervisor. Those appointed to a role within the QDMA (Queensland Disaster Management Arrangements) framework will undertake appropriate regularly training, to maintain your role within RFS as a member of any QDMA appointed position.
