About the Program
Chief Information Officer Division (CIOD)
The CIOD is one of two divisions within the AEC's Enterprise Transformation Group (ETG) and is responsible for delivering robust ICT functions and capabilities, maintaining election-ready systems, and delivering an ambitious ICT transformation and modernisation agenda.
The CIOD leads and supports a range of AEC projects/programs including, but not limited to, the Modern Workplace Program, Cloud Technology Project, Polling Place Technology Project, and the Election Systems Modernisation Program (Indigo Program).
Indigo Program (Tranche 2)
The Indigo Program is a large-scale transformation program to modernise business capabilities and replace core election ICT systems with a citizen- centric, agile technology platform. The Program will transform the AEC's delivery of electoral services and ensure ongoing integrity of the electoral system. Tranche 2 comprises a variety of work packages with a focus on business process re-engineering, data management, legislative compliance and replacinq aqinq systems.
About the Role
The Solution Architects will be responsible for, but not limited, to:
Leading the development of architectures for complex solutions ensuring consistency with agreed requirements.Providing technical guidance and governance on solution development and integration.Identifying and evaluating alternative architectures and the trade- offs in cost, performance, and scalability.Producing specifications of cloud-based or on-premises components, tiers, and interfaces for translation into detailed designs using selected services and products.Managing and coordinating the target architecture across multiple projects, work streams or initiatives, ensuring architecturally significantly determinations and decisions are effectively documented.Contributing to the establishment and maintenance of policies, principles, and practices for the selection of architecture components.Ensuring relevant technical strategies, policies, standards, and practices (including security) are applied correctly and consistently.Evaluating requests for changes and deviations from specifications and recommending actions to delegates and governance bodies for endorsement/decision or other appropriate action.Working as part of an Agile project/program team or business as usual area as directed.Performing other duties as directed from time-to-time by Directors/Team Leaders or a delegate.
Criteria
Mandatory
Demonstrated experience (3-5 years) working as a Solution (Application) Architect on a large-scale transformation project or program.Proven experience designing applications and solutions for traditional on-premises, cloud, and hybrid cloud environments.Proven experience designing and documenting applications that meet business requirements and align with the AEC's strategic vision and operational constraints.Demonstrated technical proficiency and experience using:Microsoft365Azure DevOpsAzure API ManagementAzure Application Service EnvironmentsAzure Functions and Logic AppsAzure Service Bus
Knowledge of and experience using various Microsoft and industry frameworks, including: Blazor, React and other Single Page Application FrameworksOpenAI and HATEOASAsynchronous integration frameworksComposable applications frameworksData microservices
Well-developed communication skills, including the ability to distil technical information in Plain English to communicate with influence.Demonstrated ability to build and maintain effective working relationships, including the ability to translate clearly between technical teams and business areas.Excellent analytical and problem-solving skills, including the ability to effectively manage risk and deliver fit-for-purpose applications and solutions.
Desirable
Tertiary qualifications or industry recognised certification in Information Management, Computer Science, or a relevant discipline.Strong skills in Archimate (3.1) as an architecture documentation and definition language.Demonstrated experience delivering large-scale ICT transformation projects/programs, preferably in a Commonwealth Government setting.Demonstrated knowledge of Commonwealth Government frameworks, including the ICT frameworks.Demonstrated understanding of Agile ways of work (e.g. SCRUM, Kanban, Scaled Agile Framework (SAFe) or similar).
