Queensland Fire Department   Status    Permanent Flexible Full-time  Classification: AO6 Salary: $114,623.44 - $122,397.89 per annum Division: Strategy & Corporate Services Region/Directorate:  STRATEGY Work Unit: Strategic Policy Location: Kedron 4031 Closing Date: Midnight 9 October 2024 Reference No: QLD_QFD_20190_24 Current Queensland Fire Department employees and volunteers must apply via their internal careers site About us The Queensland Fire Department (QFD) provides fire prevention, preparedness and response services to fire in the built and landscape environments, as well as scientific and specialist capabilities to Queensland communities.
The QFD provides a multi-hazard emergency response, including road crash rescue, bushfire, hazardous material, technical and vertical rescue, severe weather incidents, remote and swiftwater rescue, and provides a number of functions supporting community safety outcomes.
The department encompasses Queensland Fire and Rescue (QFR), Rural Fire Service Queensland (RFSQ), as well as the broader department which work together to pre-empt, prevent, mitigate and manage the consequences of fires and other emergencies on Queensland communities and support our large volunteer membership across the state.
The QFD is an organisation that is focused on reframing the department's relationship with Aboriginal and Torres Strait Islander peoples, communities, and organisations through the Path to Treaty, Closing the Gap and building our cultural capability.
Purpose of the role Strategic Policy develops and delivers considered and thoughtful strategic policy engagement and advice for the department.
This includes facilitating policy leadership on priority issues; assessing policy initiatives from across government for their impact on QFD; engaging in State Budget processes; facilitating QFD's advice to, and involvement in, national forums; and assisting across the department on government processes, Cabinet matters and whole-of-government engagement on policy and initiatives.
Reporting to the Principal Policy Officer you will be a key member of the team, providing strategic policy advice and support to improve the department's operational and organisational outcomes.
You will draft briefs and correspondence, undertake research, prepare and advise on Cabinet and Budget submissions, liaise with stakeholders, and represent the department in external forums.
Key requirements Highly desirable requirements Tertiary qualifications in a related discipline and/or equivalent knowledge, skills and experience with demonstrated commitment to ongoing professional development.
Your key accountabilities Your part in the ongoing success of our department, in supporting key frontline services will see you responsible for a variety of work, including, but not limited to: Assist in the planning, development, implementation and review of strategies and policies for the department and in conjunction with internal stakeholders develop sound public policy to meet organisational and operational requirements.
Identify potential risks and issues impacting the department and our stakeholders, and support the development of innovative strategies and solutions that meet quality business outcomes aligned with QFD's purpose, vision and objectives.
Assist in the planning, analysis, review and progression of budgetary materials in accordance with departmental priorities for responsible administration of funding and broader government requirements.
Provide high-level policy advice to senior management in relation to whole-of-government policy issues effecting the department and provide options to ensure effective decision-making.
Undertake research and analysis of government policy proposals and emerging issues, and provide recommendations for action and continuous improvement.
Develop and maintain effective working relationships with key internal and external stakeholders to foster collegial and cooperative action towards achieving organisational priorities and strategic objectives.
Represent the department on committees and working groups in the development of programs, projects and policies to ensure the department's policy views and interests are represented accurately.
Prepare and review reports, briefing notes, submissions, budget proposals, business cases and correspondence relating to policy, legislative and budgetary issues and initiatives in accordance with department requirements and principles of sound governance.
