ABOUT THE DIVISION AND BRANCH Ministerial and Parliamentary Services (MaPS) is a Division within the Department of Finance delivering services to, and for government.
MaPS provides Parliamentarians, former Prime Ministers and their respective employees employed under the MOP(S) Act with a range of facilities and services to assist them in undertaking their duties.Human Resources (HR) Frameworks Branch The Human Resources (HR) Frameworks Branch is responsible for providing HR services to staff of parliamentarians employed under the MOP(S) Act including payroll services, IT systems support, policy development and advice.
We work closely with a range of stakeholders including other government departments and agencies in relation to the employment framework covering MOP(S) Act staff.The HR Service Delivery Team is responsible for the management and administration of payroll, systems and processes associated with human resources data and reporting.

ABOUT THE OPPORTUNITY We have several vacant positions at various levels in the HR Service Delivery Team within Ministerial and Parliamentary Services.
The team members will be required to undertake tasks related to payroll and administrative processes and provide advice and support to approximately 2300 staff of parliamentarians throughout their employment cycle.
The team is based in Canberra and has approximately 30 members split into sub-teams responsible for providing payroll, systems and administrative services to staff employed under the Members of Parliament (Staff) Act 1984 (MOP(S) Act) .
Payroll Team
APS 5 Assistant Team Leader As an APS Level 5 Assistant Team Leader you are required to undertake payroll tasks of high complexity and work with limited direction.
You are expected to lead a small team distributing and monitoring workloads.
The successful applicant will be required to: Supervise a team responsible for administering the pay and conditions of service for staff employed under the MOP(S) Act.
Process the payment of salary and related allowances to MOP(S) Act staff and manage the workload of the team.
Administer MOP(S) Act staff commencements and cessations, including maintaining relevant databases and systems.
Respond to requests for advice by MOP(S) Act staff, in relation to pay and conditions of service, through the Staff Help Desk.
Provide training to staff on conditions and system matters.
Assist other Teams within the Branch and Division, and other duties as required.
APS 6 Team Leader As an APS Level 6, Team Leaders are responsible for leading the administration of pay and conditions of service for staff employed under the MOP(S) Act.
The Team Leader ensures that a team of payroll processing staff deliver payroll results in accordance with the legal framework and in a timely manner.
The successful applicant will be required to: Lead and supervise one of the payroll teams responsible for administering the pay and conditions of service for staff employed under the MOP(S) Act.
Provide high quality advice to Senators, Members and their employees in relation to pay and associated entitlements provided under the MOP(S) Act.
Ensure that MOP(S) Act entitlements are administered in accordance with the legal framework.
Monitor workload and performance of the team, identify payroll errors and implement corrective action to ensure employee payments are processed correctly and data integrity is maintained.
Contribute to process improvement by participating in a range of payroll and service delivery reform activities.
Contribute to the development of conditions of service policies and guidelines, undertake research and manage projects.
Support the Assistant Director, including by representing the Branch at meetings related to payroll administration and other relevant matters.
Assist other teams within the Branch and Division, and other duties as required.

Under section 22(8) of the Public Service Act 1999 , employees must be Australian citizens to be employed in the Australian Public Service (APS) unless the Agency Head has agreed otherwise, in writing.
Successful applicants will be required to undergo the process to obtain and maintain, or continue to hold the required security clearance level for the role as indicated in the downloadable job pack.
All Finance staff are required to have a minimum baseline security clearance prior to commencement.
