Provides overall direction, coordination, and guidance for the security programs at the Pluto 2 Construction Accommodation Village and associated offices in Karratha and Perth. Directs the development and implementation of security criteria and programs and procedures; provides functional guidance and direction to assigned security personnel and contractors; and monitors security activities and the performance of security services.

-Reports to and receives operational guidance from the Manager Workforce Services, Global Security, the assigned Manager of Security or senior global business unit management.
-Supervises assigned Bechtel and/or contract security personnel in the delivery of security services.
As appropriate for the assignment maintains regular communications with:
-Bechtel project management, office management, services and senior officials to ensure coordination of security programs and functional areas.
-Federal, state and local agencies regarding regulatory, law enforcement, emergency procedures, and other security related matters that may impact the project.
-Security equipment manufacturers, security organisations and consultants to stay abreast of new developments.
ESSENTIAL JOB DUTIES:
-Directs the identification, development, implementation, and maintenance of security strategies and programs so as to respond to security conditions and incidents, and minimise risk of personal, physical, or financial harm to Bechtel assets, employees, and dependents.
-Develops, plans, organises and directs the activities of on-site security staff and ensures their actions comply with legal and regulatory requirements as well as meet corporate and customer needs.
-Informs management of major accomplishments, issues and concerns.
-Develops and maintains close relationships with local law enforcement, intelligence and security agencies, and private sector counterparts to support the continuous monitoring of threat-related intelligence and the timely development of threat assessments regarding travel safety, project and/or office work-site feasibility, incident management, and evacuation activities for Bechtel employees.
-Implements appropriate security awareness and training programs to enable employees to keep themselves and their families secure in
the workplace, residence and other places and facilities they frequent.
-Directs, as required, the executive protective services program, including: providing personal security services for specified executives, families and facilities; developing policies applicable throughout Bechtel; and providing guidance and planning assistance to permanent offices, as well as determining need for and managing procurement, installation and operational instruction of security equipment required at the residence, vacation homes or offices of company executives.
-Directs, as required, the administration, operations, policy formulation and activities of a project or office security program to ensure compliance with the Department of Defence, Department of Home Affairs and/or other governmental agency security regulations.
-Ensures implementation and maintenance of policies for the safeguarding of internal security data, reports and case documentation; administers security programs to meet appropriate national and/or foreign government standards and regulatory requirements to protect client proprietary information.
-Supervises investigations of acts against Bechtel personnel, property, or other interests.
-Directs the development of security and emergency preparedness procedures, policies, plans and programs.
-Recruits, develops, and provides specialised training for security service personnel, as required.
-Supervises and evaluates the performance of assigned security personnel, and makes recommendations on personnel and salary administration to functional management.
-Formulates specifications for contract security services, assists in evaluating contractor proposals, and supervises and evaluates performance of contract requirements.
-As required, represents Security Department at meetings and consultations with client representatives, governmental security agencies and industry associates.
-Develops budgetary requirements for security activities and manage the implementation of approved budgets.
Formal and specialised training in
industrial security, criminal justice, industrial relations, personnel and resource management, or associated disciplines, and significant experience with a major law enforcement, intelligence, public or private sector security organisation.
Extensive knowledge of current physical security principles, procedures, and equipment applicable to protection of construction activities, offices, and senior executives in national and international environments.
Prior experience in managing security programs, including program planning, budgeting and personnel administration. For international assignments, must also have demonstrated experience in the international security arena.
Capable of obtaining security clearances as may be required for access to government classified information.
Highly skilled in verbal and written communications with government officials, senior management, contractors, and client representatives.

Directs the jobsite security program of a large or complex project with significant security risks, a large area and workforce, or one that is being engineered and constructed in multiple locations.
