Organisational Context East Victoria across an area of 20,000 square kilometres. The service delivery area is bound by Corryong, Yarrawonga, Benalla and Dartmouth. We operate 21 water treatment facilities and 22 wastewater treatment plants that service most towns across the region. Over 200 full time equivalent staff are employed at our centres in Wodonga, Wangaratta, Benalla, Yarrawonga, Corryong, Beechworth, Mount Beauty and Myrtleford.
Our operations are overseen by the Department of Energy, Environment and Climate Action (DEECA) on behalf of the Minister for Water, and the Department of Treasury and Finance (DTF) on behalf of the Treasurer. Position Objectives The Security and Emergency Management Officer:
Supports other business units to meet internal and external stakeholder emergency management and security requirements, inclusive of standards, internal procedures, regulatory and legislative obligations. Supports the skills development of emergency and security events, including emergencies and incidents arising due to climate change, extreme weather events, catastrophic infrastructure or system failure and threats to the security of our people, processes, information and assets. Promotes engagement with the Security and Emergency Management Frameworks across developing systems, policies, and procedures to support activities under each framework. Facilitates business engagement with security and emergency management practices through training, education, consultation, and liaising with internal and external stakeholders. Leads the organisation's security capital works program and provides support to internal and external stakeholders in provision of physical security outcomes. Key Responsibility Areas Promoting outstanding security and emergency management practices across the organisation by developing systems, policies, and procedures in accordance with legislative requirements. Providing support, training, and development for staff in security and emergency management principles and procedures, including inducting new employees. Supporting the development, implementation and maintenance of standards, procedures, and other guidelines relevant to the security and emergency management functions. Coordinating and supporting internal committees and activities including the Emergency Planning Committee and annual emergency exercise. Supporting the implementation of emergency management exercises. Maintaining preparedness resources to ensure and support prompt activation of our Crisis & Incident Management System (CIMS) when necessary and assisting with review and development. Supporting and participating in the development of the corporation's Business Continuity objectives and plans. Providing advice and support to the Incident Management and Crisis Management Teams (IMT/CMT) to deliver incident and crisis management objectives. Administering security control software, including monitoring and analysis of site security alarm notifications and incidents and maintaining contracts with external security service providers. Supporting business units in improving the level of site and personal security in line with the corporation's risk and security governance frameworks, procedures and objectives. Supporting the delivery of identified security infrastructure improvements under the security capital works program, working in partnership with key business stakeholders. Supporting understanding and communication of climate and security environment changes to business units including developing opportunities to build resilience within processes, plans and infrastructure. Supporting the risk team in conducting risk assessments and reviews as needed. Assisting the Risk and Resilience Coordinator in preparation of reporting for Management, Board and government agencies as required. Carrying out any other duties as requested that are commensurate with the nature of the position. Organisational Relationships This role reports to the Risk and Resilience Coordinator and liaises with all internal stakeholders, peers in water corporations or local government, government agencies and members of the public.
Accountability and Extent of Authority The freedom to act is subject to regulations and policies with regular supervision. The effect of decisions and actions taken may be significant but is subject to appeal or review by the Risk and Resilience Coordinator. Authority to provide specialist advice relating to the position and other risk related information to staff and management in accordance with applicable corporation policies and procedures. Authority to assist in the development of relevant policy, procedures, and guidelines. Ability to maintain the highest standard of confidentiality in accordance with the Victorian Public Sector Code of Conduct. Judgement and Decision Making Ability to exercise a degree of independence in fulfilling the requirements of the position within the bounds of corporation policy and procedures. Specialist Skills and Knowledge Understanding of security and business continuity principles. Current awareness of Victorian emergency arrangements and Australian Inter-service Incident Management System (AIIMS). Excellent computer literacy including a working knowledge of Microsoft Office, internet, electronic document management systems and email applications. Excellent interpersonal communication and report writing skills. Ability to achieve specific and set objectives as efficiently as possible, with the resources available and within a set timeframe. Knowledge and understanding of relevant budgeting techniques. An understanding of the function of the position within its organisational context, including relevant policies, regulations, and precedents. Demonstrated understanding of the corporation's long-term goals of the business unit and of the relevant policies of both the business unit and wider organisation. Qualifications and Experience Demonstrated experience and knowledge of emergency management including working with emergency response and support agencies is essential. Demonstrated capacity in emergency planning and response is desirable. Experience in project management and delivery. Completion of a degree or diploma with relevant experience, or substantial experience in a similar role. Formal qualifications in emergency management are desirable.
