Project Director - Apprenticeship Regulatory Reform
Salary Range: $182,813 – $248,629 (Plus Superannuation)
Usual hours of work: Full Time (flexibility may be available)
Usual work location: 121 Exhibition St Melbourne (flexibility may be available)
The Role
Are you passionate about shaping the future of the Apprenticeship and Traineeship sector? We are seeking a dynamic and experienced regulatory reform professional to lead a transformative journey that will improve safety and quality outcomes for apprentices and trainees right across Victoria. In this pivotal role, you will lead a team of seven with two Manager-level direct reports, to deliver regulatory reform projects that will enhance regulatory powers and capabilities that ensure apprentices and trainees are equipped with the skills they need to thrive in today's competitive landscape.
As leader of a dedicated project team, you will drive the development and implementation of innovative regulatory solutions that are not only comprehensive but also practical and effective. Your work will play a crucial role in supporting apprentices and trainees, ensuring their experiences are of the highest quality. You will collaborate closely with various stakeholders to implement the recommendations from the Apprenticeship Taskforce's Final Report, which outlines key reforms needed to modernise the sector.
This role offers a unique opportunity for a reform-oriented leader to drive forward significant reforms that will shape the experiences of apprentices and trainees who are key to Victoria's industries of the future. We are seeking a seasoned professional with a strong background in regulatory policy and legislative reform, who can deliver high-quality outcomes within project timelines. Your expertise will be critical in developing a modern, outcome-based regulatory framework that aligns with government priorities. Accountabilities include:
Oversee the design and delivery of the Apprenticeships Regulatory Reform program of work, including the policy design of how government regulatory objectives will be met and the legislative instructions process.
Engage strategically and collaboratively with key stakeholders across government, including with Department of Education, Victorian Registration and Qualifications Authority, Wage Inspectorate Victoria, industry, training sector participants, and within DJSIR.
Provide high-level authoritative and technical advice to Cabinet, Ministers, senior executives, and industry and training sector stakeholders.
Prepare documentation, including but not limited to high-level, technical and detailed program/project management plans, program/project schedules and resource plans, status reports and implementation plans.
The Team
The position of Project Director leads a team within the Strategic Skills Projects Branch within the Skills and Employment Group.
The Strategic Skills Projects Branch (SSP) responds to key skills and employment priorities and election commitments delivering key strategic cross cutting projects through agile project teams. Projects include, leading the government response and implementation of the recommendations from the Apprenticeships Taskforce and development of the business case and implementation plan for the creation of the SEC Centre of Training Excellence (SEC CoTE), paving the way for its establishment.
About You
To be successful in the role, you will have:
Executive Management and Leadership experience with technical proficiency in the delivery of policy reform initiatives and strategic projects.
High level strategic, problem-solving, conceptual, and analytical skills.
Knowledge and experience in regulatory and legislative reform; establishing new regulatory frameworks and models; preparing for legislative drafting processes.
