Queensland Corrective Services (Organisation site) Strategy & Business Services; Digital Services and Information Technology Group; Organisational Capability; BrisbaneThe Digital Services & IT (DSIT) Command is responsible for establishing, leading and managing the digital and technology functions within QCS. The Branch works with business areas to ensure ICT investment aligns and supports the agency's strategic direction, exploring emerging digital solutions whilst leveraging and managing existing business critical ICT environments.The functions within the DS&IT Branch include: ICT strategy and solution design and delivery; information management; business systems applications; cloud services and infrastructure; end user computing; and cyber security.The purpose of this role is to ensure value for money is delivered on QCS's ICT spend through effective vendor relationship management and software and hardware asset management practices. This role will work closely with the Strategic Sourcing team to ensure DSIT Command adheres to department policies and procedures.In this role you will:Lead the identification, analysis and documentation of business requirements across the DSIT Command where products or services need to be sourced externally to deliver business objectives, and work with the Financial Services and Strategic Sourcing Command throughout their associated procurement process.Maintain an understanding of current and future business activities across the DSIT Command that will require procurement activities to ensure the department's 3-year Forward Procurement Schedule is current for the ICT Spend Category and that the procurement outcomes are meeting business needs.Lead and facilitate preparation of business and technical requirements and statement of works, in consultation with Directors, managers and associated Subject Matter Experts, to capture in contract and procurement approval documentation prepared by the Strategic Sourcing team, including but not limited to requests for quote, significant procurement plans, procurement initiation and approval forms, and contract control forms.Develop and maintain risk and issue registers on matters associated with DSIT Command dealings with all ICT vendors and facilitate resolution or escalate to the Contract Manager in the Strategic Sourcing team where required.Represent DSIT Command at all ICT vendor meetings and quarterly vendor performance review meetings, managed by the QCS Contract Manager, including providing information and advice to the Contract Manager on performance against key contractual performance indicators.Monitor, report and validate the significant monthly telecommunications expenses for QCS.Provide ICT advice and input, and solicit advice from SMEs where required, when contracts are being developed or reviewed, including ensuring these contracts address all ICT and information security policies, standards, QITC framework and business requirements.Ensure the procurement and contract activities that are the responsibility of the DSIT Command are delivered in accordance with the procurement delegations, government and departmental policies, standing offer arrangements and contractual requirements.Develop and maintain effective networks and stakeholder relationships including internal stakeholders, public sector bodies, industry, and suppliers.Demonstrate communication, negotiation and conflict resolution skills for liaising with management and staff at all levels, to gain commitments and negotiate service delivery, priorities, deadlines, resources and other relevant issues.Be flexible and able to work amongst a fast-paced and diverse team environment, with interchangeable skillsets.Applications to remain current for 12 months.Job Ad Reference: QLD/591796/24Closing Date: Tuesday, 8th October 2024Further informationWe are committed to building inclusive cultures in the Queensland public sector that respect and promote human rights and diversity.Please ensure you download all attachments and follow the instructions on how to apply.
