Aboriginal applicants will be granted priority consideration for this vacancy.Primary Objective: Lead and manage delivery of strategic workforce development policies and initiatives that reach across the NTPS, with an emphasis on workforce planning and recognition, workforce data analytics and insights, and employee perception surveys.Context Statement: SWPD's role and function is to set direction and build workforce capability and capacity within the Northern Territory Public Sector through development and implementation of workforce planning and development policies, strategies and initiatives, including capability development, talent management, workforce retention, workforce policy and promotion of equity and diversity throughout the NTPS.Key Duties and Responsibilities:Provide leadership across the sector in strategic workforce planning and development, with emphasis on delivering complex employee perception surveys, recognition initiatives, providing workforce data analytics, drawing insights, and undertaking workforce planning.Lead and manage whole-sector strategic workforce planning, policy development and implementation.Lead the development of complex, innovative workforce solutions that have sector wide implications.Develop and maintain strategic alliances and collaborative partnerships with a diverse range of stakeholders, locally and nationally.Develop, implement and drive strategic workforce planning, policy and reform initiatives into practical applications.Provide high level strategic workforce planning and policy advice to executive level staff.Maintain a culture of continuous improvement and good working relationships with team members, colleagues, customers and other stakeholders to ensure high quality outcomes.Selection Criteria:Essential:Sound knowledge and experience in strategic workforce planning and development within a large, complex and diverse organisational setting.Expertise and sound experience in workforce program management and evaluation, such as managing complex workforce surveys.High level experience in researching, analysing and creating data insights that support recommendations for complex workforce issues, combined with successful project management skills and experience to implement solutions.Exceptional interpersonal skills, with a record of achievement in maintaining productive professional relationships.Communication skills: the ability to translate complex concepts and information into audience specific, meaningful written and verbal briefings/documents/presentations; highly developed presentation skills, and the ability to write logically, clearly and concisely.A track record of leading and managing people to achieve outcomes, including demonstrated proactive people management, and finance, budget and procurement management.Highly developed intercultural knowledge, skills and experience.Desirable:Well-developed knowledge of contemporary issues impacting on public sector workforces, together with the ability to address these issues from a whole of government perspectives, including diversity and inclusion.Qualifications in human resource, public sector management or a related field.
