Business Enabling Services Group / Ministerial & Parliamentary Services Division / HR Frameworks Branch APS 3 ($68,241 - $78,718), APS 4 ($76,972 - $87,851) | Ongoing & Non-ongoing | Full-time & Part-time Canberra, ACT ABOUT THE DIVISION AND BRANCH Ministerial and Parliamentary Services (Ma PS) is a Division within the Department of Finance delivering services to, and for government.
Ma PS provides Parliamentarians, former Prime Ministers and their respective employees employed under the MOP(S) Act with a range of facilities and services to assist them in undertaking their duties.
Human Resources (HR) Frameworks Branch The Human Resources (HR) Frameworks Branch is responsible for providing HR services to staff of parliamentarians employed under the MOP(S) Act including payroll services, IT systems support, policy development and advice.
We work closely with a range of stakeholders including other government departments and agencies in relation to the employment framework covering MOP(S) Act staff.
The HR Service Delivery Team is responsible for the management and administration of payroll, systems and processes associated with human resources data and reporting.
We are committed to improving service standards through innovation, systems and process enhancements.
ABOUT THE OPPORTUNITY We have several vacant positions at various levels in the HR Service Delivery Team within Ministerial and Parliamentary Services.
The team members will be required to undertake tasks related to payroll and administrative processes and provide advice and support to approximately 2300 staff of parliamentarians throughout their employment cycle.
The team is based in Canberra and has approximately 30 members split into sub-teams responsible for providing payroll, systems and administrative services to staff employed under the under the Members of Parliament (Staff) Act 1984 (MOP(S) Act).
Payroll Team APS Level 3 Payroll Officer As an APS Level 3 Payroll Officer you are required to undertake tasks and work under general direction.
The successful applicant will be required to: Under direction and supervision, assist team members with processing payments of salary and related allowances to staff employed under the MOP(S) Act using the SAP payroll system.
Assist in the administration of MOP(S) Act staff commencements and cessations, including maintaining relevant databases and systems.
Respond to simple, standard requests for advice by MOP(S) Act staff, in relation to pay and conditions of service.
Assist other Teams within the Ministerial and Parliamentary Services as required.
Other duties as directed.
APS Level 4 Payroll Officer As an APS Level 4 Payroll Officer you are required to undertake payroll processing tasks of moderate complexity and work with limited direction.
The successful applicant will be required to: Process payments of salary and related allowances to staff employed under the MOP(S) Act using the SAP payroll system.
Administer MOP(S) Act staff commencements and cessations, including updates to relevant databases and systems.
Supervise and check processing of payments of salaries and related allowances undertaken by junior team members.
Respond to requests for advice from MOP(S) Act staff, in relation to pay and conditions of service, either through direct contact with clients or through the Staff Help Desk.
This can include drafting standard and non-standard correspondence.
Assist other teams as required.
Ensure accurate interpretation and application of relevant legislation used to process entitlements for Members of Parliament and their employees.
Other duties as directed.
You will be expected to work with your team and be accountable for meeting strict deadlines, organising your own workload and making decisions within defined parameters.

ELIGIBILITY ADVICE & CANDIDATE NOTES Under section 22(8) of the Public Service Act 1999 , employees must be Australian citizens to be employed in the Australian Public Service (APS) unless the Agency Head has agreed otherwise, in writing.
Successful applicants will be required to undergo the process to obtain and maintain, or continue to hold the required security clearance level for the role as indicated in the downloadable job pack.
All Finance staff are required to have a minimum baseline security clearance prior to commencement.
