>Melbourne VIC, Canberra ACT, Brisbane QLDThe Organisational Development (OD) Manager is part of the OD Leadership Team and is responsible for ensuring operational excellence, whilst working closely with senior leaders across OD, Executive Groups, Program portfolios and multi-disciplinary teams, collaborating with subject matter experts and stakeholders. The OD Manager exercises a significant degree of independence and judgement, implements change, drives high level decisions and provides very complex HR specialist expertise, advice and guidance, potentially to different projects and functions.

The successful candidate will initiate, establish and maintain strong relationships with a network of stakeholders internally and externally and will have the ability to recognise shared agendas and work toward mutually beneficial outcomes. They are accountable to lead a high performing and cohesive team, develop, coach and review individual and team performance, and identify opportunities for building team capability and continuous improvement, whilst supporting diversity and inclusion behaviours and initiatives.

The Organisational Development Manager is accountable to lead teams, plan and manage a range of human resources activities and exercise the associated people and financial responsibilities. They will act as a strategic driver to ensure each Group and Program can deliver on the strategic initiatives articulated in the Bureau People Framework, including developing project and business plans, strategies and priorities, monitor workflow and performance and provide specialist operational support.

The key duties of the position include:

1. Build effective relationships within OD and senior leaders, ensuring a sound understanding of HR needs and issues related to the Group or Program, to deliver OD services and products.
2. Provide specialist, strategic and innovative expertise, advice and guidance to OD and senior leaders, working closely with them to improve workplace relationships, support diversity and inclusion, build morale and increase capability, engagement and productivity.
3. Accountable for managing and leading a team, including providing clear and consistent communication, setting clear performance and behavioural standards, managing performance, delegating responsibility, guiding and developing people.
4. Work collaboratively across organisational boundaries to identify improvement opportunities to implement change.
5. Lead the People Partner, People Solutions and/or People Connect teams to ensure accurate application of appropriate Enterprise Agreement, legislative instruments and other OD project management activities, procedures and frameworks.
6. Work within the OD Leadership Team to identify any emerging HR or external environmental trends, or local initiatives.
7. Provide strategic advice and ensure alignment of People and workforce initiatives.
8. Align organisational priorities and strategies and apply them to project management methodology to deliver their outcomes.
9. Drive analysis of data and trends to identify issues and opportunities, and in collaboration with the People Solutions team, implement appropriate strategies.
10. Partner with and escalate to the relevant OD functions to respond to very complex and strategic service enquiries, calibrating responses with integrated strategies and tools.
11. Comply with all Bureau work, health and safety policies and procedures, and take reasonable care for your own health and safety and that of employees, contractors and visitors who may be affected by your conduct.


Desirable requirements: A qualification in Human Resources, Business, Employment Law, Organisational Psychology, Customer Service or a related discipline, or relevant experience, will be highly regarded.
