The Role
Research Services, within Deputy Vice-Chancellor (Research) portfolio is seeking a Manager, National Security & Defence. This role will provide expertise and advice to research stakeholders across the University in relation to security related legislation and its impacts on research collaborations and partnerships. It will design, develop and implement measures to ensure compliance with relevant Australian laws, and deliver on strategic research objectives.
Reporting to the Executive Director Research Services, this position will oversee the risk management and compliance processes across the University (as it relates to research, collaborations and partnerships) to ensure the University fulfills its obligations under relevant security related legislation; lead extensive and ongoing consultations with research active staff and management regarding the implementation and maintenance of best practice guidelines, policies, processes and systems in response to relevant legislation; and provide high level expertise and advice regarding research compliance and management of non-compliance with the relevant legislation. This role will also support activities related to the Defence Industry Security Partnership (DISP) Agreement.
About You
The ideal candidate will have experience in a defence or defence research environment and knowledge of Defence security requirements and applicable legislation. In addition, the successful applicant will have Bachelor or Post Graduate qualifications in addition to experience preferably in an area related to Engineering, Physical Sciences, Biomedical Sciences and or related fields; a strong understanding of Commonwealth legislation relating to defence export controls, autonomous sanctions, foreign interference and influence; Demonstrated ability to influence stakeholders at all levels and execute effective internal and external communication strategies to support a compliance positive culture; Demonstrated ability to analyse complex legislation and make and execute recommendations to ensure compliance
About Us
The Deputy Vice-Chancellor (Research) [DVCR] is responsible for the development and strategic enhancement of Macquarie University's research, research training, and innovation profile as well as the creation, support and advancement of local, national and international research collaborations and partnerships.
Research Services is responsible for the management of research that takes place at Macquarie University or is conducted by University staff.
The newly created National Security and Defence team will assist the University and its staff to understand and comply with their obligations under ‘security focused’ Australian legislation. It will ensure that the University’s researchers conduct their research with integrity and in compliance with all security-focussed laws. The University is committed to ensuring that research at the University is conducted in a secure environment, free from foreign interference and that the conduct and dissemination of research complies with relevant laws.
The legislative focus of compliance efforts currently includes the control of exports (physical and intangible) and trade sanctions, for example, under Customs, the Defence Trade Controls Act 2011 and subordinate and related legislation, Charter of the United Nations and Weapons of Mass Destruction legislation. Additionally, the University is required to comply with other Australian security-related legislation and guidelines that will be introduced from time to time – including Australia’s Foreign Relations (State and Territory Arrangements) Act 2020.
