The Scientific & Pest Animals Licensing team regulates standards for animals used for research and teaching and privately owned exotic pest animals.
The Lead Audit Officer will undertake audits and inspections of scientific and teaching facilities, licence holders and permit holders under Part 3 of the Prevention of Cruelty to Animals Act 1986, the Catchment and Land Protection Act 1994 and the Domestic Animals Act 1994 (where required).
The Lead Audit Officer also coordinates the audit monitoring program for the team and provides secretariat support to committees.
In the role, you will establish strong working relationships with internal staff and various external stakeholders.
With an eye for detail and a systematic approach, you will use your excellent communication skills to facilitate compliance and support best practice.
You will also provide permit and licence holders with accurate advice.
The successful applicant will work effectively as a member of a team, enjoy flexible working arrangements and undertake a wide variety of work in both metropolitan and regional locations in Victoria.
As this position has responsibilities under the Prevention of Cruelty to Animals Act 1986 and Catchment and Land Protection Act 1994 you will receive training in regulatory activities, including conducting investigations and appearing in court.
This position is a designated DEECA Authorised Officer and has responsibilities under the legislation relevant to the role.
To be appointed as an Authorised Officer you must meet the following pre-employment standards.
This position also has the following specific requirements to provide evidence that you are a 'fit and proper' person to act as an Authorised Officer which includes: * Completion of a National Police Check certificate.
* Completion of a Statutory Declaration which includes evidence of personal integrity and probity, driving record, potential conflicts of interest (covering business interests, associations and memberships), employment and residential history.
* This position may have a requirement for out of hours work involving evenings or weekends and occasional overnight travel; and has a requirement to perform regional inspections.
* You may be required to undertake relevant medical and other safety compliance requirements that relate to any risks associated with this role.
* Vaccination against diseases appropriate to the position is required to be undertaken, this may include tetanus, influenza and Q Fever.
* Successfully complete an approved online psychometric test that demonstrates suitability for an Authorised Officer position.
Such a test will include assessment of personal attitudes to honesty, risk and authority, levels of personal resilience and psychological wellbeing, attention to detail and observational aptitude.
* Gazettal as an Inspector or Authorised Officer under the Prevention of Cruelty to Animals Act 1986, Catchment and Land Protection Act 1994 and Domestic Animals Act 1994, training for which will be facilitated by the Department.
Specialist/Technical Expertise/Qualifications * A tertiary degree and/or qualifications in animal management would be well regarded.
* Applicants must hold a current Drivers Licence * Hold a current Applied First Aid Certificate (Level 2 to be completed during probation period).

The work location for this position is flexible within Victoria with hybrid work arrangements available.
