DSHS ESA ORIA Program Manager

The Office of Refugee and Immigrant Assistance (ORIA) is located within the DSHS, Economic Services Administration (ESA), Community Services Division (CSD) and is directly responsible for the statewide administration of federal and state dollars to fund a broad array of services for refugees and immigrants. The goal of ORIA is to help refugees and immigrants achieve economic stability and integrate into Washington communities.

As the ORIA Program Manager, you are directly responsible for managing the ORIA Basic Food Employment and Training (BFET) program and launching and managing the new Food Assistance Program (FAP) Employment and Training program, which are statewide initiatives that serve refugees and immigrants seeking to gain or enhance their self-sufficiency skills. This position administers and oversees grants and contracts with providers in the community that are specific to improving the independence and wellbeing of refugees and immigrants in Washington State.

Some of what you'll be doing: Provide general program oversight to include collecting data and developing outcomes for reporting to the Office of Refugee and Resettlement (ORR) and the Washington state legislature.Develop and administer service contracts with service providers statewide.Ensure services are consistent with federal and state regulations.Develop outcome goals and assess program data to determine funding allocations.Assess the delivery of services to identify gaps in existing services that need to be addressed for program enhancement and development.Develop and manage service delivery models for ORIA's housing services for individuals and families.Plan and facilitate quarterly program provider meetings.Oversee the convening of coordinated planning groups made up of service providers and other resource agencies to identify service gaps for refugees and recommend program redesign for services.Review monthly and/or quarterly caseload levels and statewide service providers' outcomes to ensure adherence to policies and achievement of program goals and objectives.Examine service delivery and suggest areas for program improvement and expansion. Preferred/desired education, experience and competencies Knowledge of: State and Federal policies and regulations related to social service, financial, and health programsPrinciples and practices of program planning and evaluation; current social and economic problems related to clientele.Knowledge of statewide housing resources.Principles of community organization and public administration; program consultation, development, contract development, monitoring, and negotiations.Knowledge of refugee and immigrant community, social, health, and employment needs.Lived experience working in and/or with diverse communities is strongly preferred.Excellent written and oral communication skills. Must be able to effectively communicate with management, peers, clients, and the public as required to carry out the assigned duties of the position.Knowledge of Washington state general contracting practices, laws, regulations, and policies. Professionals with a Bachelor's degree from an accredited university in public administration, social services, sociology, psychology, education or a closely related field
AND
At least three years of experience working with or administering programs and services for refugees and immigrants.

Additional qualifying experience may substitute for the educational requirement on a year-for-year basis.
