The division conducts plant pest and disease risk analyses, develops and implements risk mitigation measures and works collaboratively to strengthen Australia's plant pest prevention, preparedness and response capabilities both within Australia and regionally.The key duties of the position include:The JobThere are three positions available; Director of the Nursery Stock, Timber and Cut Flowers Section; Director of the Risk and Control Framework project and; Change and Divisional Digital Liaison Officer.The Director of the Nursery Stock, Timber and Cut Flowers plays a major role in supporting regulatory science as it relates to plant biosecurity. They will lead a diverse team, set the strategic direction and work program including a focus on risk analysis and provide expert advice. The role requires engagement and negotiation with a variety of complex stakeholders, and representing the Department as a technical/scientific lead at international and national events and meetings with other government agencies, scientific and industry organisations.The Director of the Risk and Control Framework project is responsible for successful day to day technical leadership of the Risk and Control Framework project under the HWG, The Risk and Control Framework project seeks to develop a policy to support the management of hitchhiker pests on sea containers, underpinned by risk assessments and data, enabled by fit-for-purpose IT solutions, and supported with innovative detection or diagnostic solutions. The Change and Divisional Digital Liaison Officer is responsible for developing and managing organisational change expected as a result of the HWG including changes to business processes, technologies, and systems; to prepare the organisation for that change and then implement the change. The officer will also lead the coordination and facilitation of engagement on digital projects impacting the division. The following duties are relevant for all three roles:providing high level of specialist, professional and/or technical advice, problem solving and issues management to senior management and Ministers,developing and implementing policy for the management of biosecurity risks associated with e.g. sea containers, market access submissions,setting the strategic direction and forward work program for the team and contributing to the strategic direction of the branch and division,leading and directing the completion of a work program that focuses on, for example, complex pest risk analyses, import risk analyses and providing expert advice on risk analysis using a project management approach to manage delivery effectively,providing high quality and strategic leadership to progress, and as appropriate implement projects including:guiding, mentoring, supervising and motivating staff,providing a high level of flexibility, judgement, problem solving ability and organisational skills,managing change, analysing performance and taking responsibility for continuous improvement processes,developing solutions and actively progressing responses to issues arising,initiating, establishing and maintaining strong relationships and communications with internal and external stakeholders to provide specialist advice, and to address industry concerns,promoting workplace diversity, monitoring performance, resolving conflicts and providing a safe workplace.Specific duties for the Change and Digital Liaison manager role include:influencing the development of ICT capabilities for end-to-end implementation of policy,developing change management plans for the program, in particular the Risk and Control Framework and its key dependent projects,assisting other project teams as required to develop change management plans,evaluating the impact of the planned organisational change, including identifying risks and developing risk mitigation strategies (including working with project teams on alternatives as appropriate),using a structured methodology to support the change management program,working with the project teams/sections to refine identified success metrics and measuring performance against these,facilitating communication and engagement with stakeholders to ensure successful adoption of change initiatives,identifying and managing anticipated resistance to change,facilitating coordination and communication between BPSSD and Digital Business Division (DBD) on all ICT projects.EligibilityWhat we are looking forKnowledge and experienceWell-developed understanding of biosecurity legislation, systems and processes.Knowledge of current plant-based industry (e.g. plant production industries, forestry, horticulture) issues and agricultural science (e.g. plant pathology, plant biology, plant ecology and entomology).Demonstrated experience in pest risk assessment.An understanding of the operational context in which biosecurity operates.Knowledge of Australia's biosecurity system and experience making decisions that are operationally feasible.Knowledge or experience in project management and delivery.Experience in supporting program management; and project delivery.Relevant experience in biosecurity.Relevant experience in agriculture or biosecurity-related disciplines in an operational or regulatory environment.Knowledge of the Australian biosecurity system, national plant biosecurity risks and management arrangements. You will also need to be motivated by:the challenge of working across government and industry,operating within a risk management framework,working at a strategic level with the department's senior staff.Mandatory qualificationsAs a minimum a tertiary qualification in a relevant discipline is required for the Director of the Nursery Stock, Timber and Cut Flowers Section and the Director of the Risk and Control Framework project (for example entomology, agriculture, plant pathology, science, biology, immunology, virology, biometrics, data, risk assessment)Qualifications in Change Management and Project Management for the Change Manager and Divisional Digital Liaison Officer (for example PROSCI, Prince2, PMP) Be careful - Don't provide your bank or credit card details when applying for jobs.
