About The Australian Border Force (ABF)The Australian Border Force (ABF) is the steward of Australia's international border – an asset of strategic national interest. The ABF advances a prosperous and secure Australia through trade and travel facilitation and modernisation, and effective customs, immigration, maritime and enforcement activities across the border continuum. The ABF's responsibilities include regulating the movement of people and goods across the border, undertaking civil maritime surveillance and response operations, ensuring regulatory compliance, managing onshore immigration detention and the enforcement of border-related laws. As Australia's Customs service, the ABF plays a key role in the collection and protection of border revenue.
About the RoleABF activities and operations are enabled through unique and advanced capabilities that cover air, sea, littoral, and land domains. Capability life cycle planning, taking into account all fundamental inputs to capability, are essential in ensuring the ABF has the right tools to deliver against government intent. The Strategy and Capability Group brings together policy, strategy and capability development to enable the effective operation and modernisation of the border, while planning to deliver capability uplift and sustainment across trade, travel, civil maritime, and ABF workforce domains.
As Deputy Commissioner Strategy and Capability, you will lead the development and implementation of organisational reforms and the management of critical capability to ensure that all parts of the ABF are supported with high quality enabling services which allow the organisation to function efficiently and effectively and deliver on its priorities. This will include the leadership and management of a Group that works collaboratively across all business areas within the Department to enhance, promote and sustain the effective and efficient operation and delivery of its services.
The Deputy Commissioner Strategy and Capability is instrumental in the integration of ABF specific enabling and policy functions within the Department to ensure that there is a consistent approach to the development and implementation of operational capability. The Deputy Commissioner Strategy and Capability is part of the senior leadership team that work directly to the ABF Commissioner.
The key duties of the position include:Collaborating with and guiding the senior leadership team.Setting direction and identifying strategic, enterprise and operational threats, ensuring that we are recruiting, developing, guiding and supporting professional ABF officers and capabilities, to deliver security and prosperity outcomes for the Australian community and enable a professional, agile and effective ABF.The development and implementation of ABF capability lifecycle plans, ensuring the ABF has the right capabilities at the right time, delivered efficiently and effectively consistent with government and Home Affairs requirements and priorities.Driving systematic change that sustains a valued workforce and embeds safety and a positive culture in the workplace, delivered through authentic leadership that enables and supports our people to be their whole selves in the workplace in order to deliver to the best of their abilities and potential.Enhancing relationships, collaboration and coordination mechanisms with domestic and international partners, including within the ABF and Home Affairs, to ensure the smooth operation of the border both now and in the future.Anticipating, planning and leading change to enhance the capability, agility and professionalism of the ABF, affirming our status as a high performing and respected agency.Driving the highest standards of performance, effectiveness, risk management, leadership and integrity.Managing resources, risks and contributing as a senior leader to ABF and Home Affairs executive committees and forums.Overseeing policy, regulatory, governance and strategic advice to support customs and border management functions.Minimum RequirementsBe an Australian Citizen.Obtain and maintain an AGSVA security clearance at a minimum of Negative Vetting 2.Obtain and maintain an Employment Suitability Clearance.Successfully meet and maintain all fitness requirements as set out in ABF policies and procedures as established from time to time by the ABF Commissioner.Relevant tertiary qualifications are highly desirable.NotesThis role is currently based in Canberra ACT, other locations may be considered by exception.
