IWDA is an Australia based organisation, resourcing diverse women's rights organisations, primarily in Asia and the Pacific, and contributing to global feminist movements to advance our vision of gender equality for all.
As a feminist organisation with its roots in the international development sector, IWDA's Strategic Plan 2025 describes our approach as a third way between the models of women's funds and international development NGOs. We resource the work of diverse WROs, and enable them to be more effective by providing support that goes beyond money. Our strengths are rooted in the establishment of deep and long-lasting relationships with the network of WROs we endorse. We also make our own contributions to feminist movements through feminist movement strengthening, knowledge translation and strategic advocacy to transform systems of power. We are committed to building a resilient and relevant feminist and decolonial organisation, and to becoming an explicitly anti-racist organisation.

PROGRAM OVERVIEW
The Australian NGO Cooperation Program (ANCP) is a partnership between the Australian Government and Australian NGOs (ANGOs). Through this program, the Australian Government provides funding to accredited ANGOs, including IWDA, to implement international development projects overseas. IWDA has been part of the ANCP program since 2015.
Under the ANCP program, IWDA currently funds and manages a portfolio of gender equality programs led and implemented by local women's rights and community organisations in Timor-Leste, Cambodia, Fiji, Papua New Guinea and the Solomon Islands. These programs are diverse, coming under the three main themes of:
Women's Leadership and Participation Women's Safety and Security Women's Economic Empowerment Under the ANCP program, IWDA also provides organisational enhancement support and technical accompaniment to these implementing partners to enhance their organisations and ANCP funded programs.
CONSULTANCY BACKGROUND
IWDA is seeking to develop a formal strategy for their ANCP funded Portfolio. To date, this funding has been used to support small scale gender equality programs across the Pacific and Asia with limited strategy behind or connecting the projects.
This new strategy will guide the strategic utilisation of IWDA's ANCP funding to support IWDA's strategic objectives and work of their partners in the region advancing gender equality. It will support the IWDA ANCP team in the management and decision-making for the portfolio for maximum impact and efficient use of funds and ensure alignment with IWDA's feminist and decolonial principles and the identified priorities in the region and of IWDA's partners.
CONSULTANCY OBJECTIVES
The purpose of this consultancy is to support IWDA's ANCP team and internal stakeholders to develop a strategy to support the strategic utilisation of ANCP funding in alignment with IWDA's strategy and work of their partners in the region advancing gender equality.
The strategy will be focused around these questions:
How is this strategy connected to IWDA's strategic objectives and Decolonial Framework? How should IWDA strategically utilise and leverage ANCP funding for maximum impact? What should IWDA's ANCP funding focus on? How can IWDA's ANCP programming best respond to the risk and opportunities in IWDA's and the region's context? The strategy will also build on the lessons learnt from IWDA's internal reflection on ANCP (led internally by IWDA staff).
Scope of Work:
Facilitate a participatory strategy development workshop with IWDA staff to reflect on the above questions to develop a multi-year ANCP strategy. Using the outcomes from the IWDA internal ANCP reflection and the strategy workshop, develop a multi-year ANCP strategy for IWDA's ANCP program in-line with IWDA's strategic goals including a feminist and decolonial approach. REQUIREMENTS
The individual should possess the following skills and experience:
ESSENTIAL
Understanding of the ANCP funding model in the development context of the Pacific and Asia regions. Experience in strategy development. Experience in designing and facilitating participatory workshops. Demonstrated commitment to gender equality and human rights. Understanding of feminist and decolonial principles. DESIRABLE
Tertiary qualifications in a relevant discipline, such as social science or international development. Experience in the Pacific and/or South-East Asia. EXPRESSION OF INTEREST
